127. With regard to draft article 13, any conditions placed on the provision of external assistance should be reasonable and should comply with the duty of States to protect persons on their territory.
127- وأشار في ما يتعلق بمشروع المادة 13، إلى أن أي شروط تُفرض على تقديم المساعدة الخارجية ينبغي أن تكون معقولة وينبغي أن تتماشى مع واجب الدول في حماية الأفراد في إقليمها.
