His main difficulties stemmed from the scope of his mandate and the problems of indigenous people, since he lacked resources and would need more assistance from other entities in the United Nations system. He was cooperating fully with the Expert Mechanism on thematic studies, while avoiding overlaps.

B. Cooperation with the Expert Mechanism 42 - 44 11

44. The Special Rapporteur intends to continue to examine the issue of extractive industries during the remainder of his mandate, in coordination with the Expert Mechanism.

8. The Working Group met with the Expert Mechanism on the Rights of Indigenous Peoples to discuss areas of possible cooperation on the issue of the impact of business enterprises on the rights of indigenous peoples, including the Expert Mechanism's current work on indigenous peoples in relation to the right to participate in decision-making with a focus on extractive industries.

B. Cooperation with the Expert Mechanism

43. The Expert Mechanism has recently proposed to the Special Rapporteur to jointly develop guidelines to implement the rights of indigenous peoples in the context of extractive industries, and the Special Rapporteur will be discussing this proposal with the Expert Mechanism at its fifth session, in July 2012.

45. In anticipation of his further work on the issue of extractive industries in coordination with the Expert Mechanism, the Special Rapporteur considers it useful to provide observations that draw on his engagement with relevant actors in this regard.

13. In addition to cooperating with the Expert Mechanism and the Permanent Forum, the Special Rapporteur has welcomed opportunities to join efforts with a range of United Nations, regional and specialized bodies on matters concerning indigenous peoples.

For example, indigenous peoples' organizations without consultative status with the Economic and Social Council could not participate in a panel held during the eighteenth session of the Human Rights Council that focused on indigenous peoples' languages and cultures and the Human Rights Council's interactive dialogue with the Expert Mechanism on the Rights of Indigenous Peoples and the Special Rapporteur on the rights of indigenous peoples.

As part of his ongoing coordination with the Expert Mechanism, and during a regional consultation in January 2010 in Chiang Mai, Thailand, organized by the Asia Indigenous Peoples Pact in collaboration with the Expert Mechanism and OHCHR, the Special Rapporteur provided input based on his experiences for the study on the right of indigenous peoples to participation in decision-making.
