وتفسير تلك الجملة لتعني أنه يجب على الأمين العام أن يخطر الجهات التشريعية المعنية وضرورة أن يأخذ رأيها قبل اتخاذ قراره بشأن تلك المسائل يتناقض بوضوح مع التزامات الدول الأطراف وحقوق وواجبات ومسؤوليات الأمين العام بموجب اتفاقية عام 1946.

The practice of granting amnesties to persons convicted of torture or ill-treatment should be abolished, as outlined by the Committee in its general comments Nos. 2 (2007) on the implementation of article 2 by States parties and 3 (2012) on the implementation of article 14 by States parties, which affirm that amnesties for the crime of torture are incompatible with the obligations of States parties.
وينبغي القضاء على ممارسة العفو عن الأشخاص المدانين بتهم التعذيب أو إساءة المعاملة، على نحو ما بينته اللجنة في تعليقيها العامين رقم 2(2007) بشأن تنفيذ الدول الأطراف المادة 2 ورقم 3(2012) بشأن تنفيذ الدول الأطراف المادة 14، حيث أكدت أن العفو عن مرتكبي جريمة التعذيب يتعارض مع التزامات الدول الأطراف.

20. The Committee encourages the Government of Italy, as a member of international organizations, in particular the International Monetary Fund and the World Bank, to do all it can to ensure that the policies and decisions of those organizations are in conformity with the obligations of States parties to the Covenant, in particular the obligations contained in article 2 (1) concerning international assistance and cooperation.
20- تشجـع اللجنة حكومة إيطاليا، بوصفها عضواً في منظمات دولية، وخاصة في صندوق النقد الدولي والبنك الدولي، علـى بذل كـل ما في وسعهـا لضمـان اتساق سياسات ومقررات تلك المنظمات مع التزامات الدول الأطراف في العهد، ولا سيما الالتزامات الواردة في المادة 2(1) المتعلقة بالمساعدة والتعاون الدوليين.

Invites Member States that are in a position to do so to enact or improve national legislation, regulations and procedures to exercise effective control over the transfer of arms, military equipment and dual-use goods and technology, while ensuring that such legislation, regulations and procedures are consistent with the obligations of States parties under international treaties " ;

33. According to subparagraph (c), States parties must ensure that courts are bound to apply the principle of equality as embodied in the Convention and to interpret the law, to the maximum extent possible, in line with the obligations of States parties under the Convention.
