١٤٩ - ويقدم المرفق اﻷول لهذا التقرير، المقدم بناء على طلب مجلس اﻷمن، بيانا عن تعاون العراق مع اللجنة الخاصة لﻷمم المتحدة وامتثاله خلال الفترة اﻷخيرة لقرارات مجلس اﻷمن.

When transmitting my letter through the Permanent Representative of Iraq to the United Nations, I stressed the urgency of my appeal, while reiterating my strong hope that Iraq would immediately rescind its decisions of 5 August and 31 October and resume full cooperation with UNSCOM and the IAEA.
وعندما أحلت رسالتي عن طريق الممثل الدائم للعراق لدى اﻷمم المتحدة، أكدت على الطابع الملح لمناشدتي، وكررت اﻹعراب عن أملي الكبير في أن يُلغي العراق فورا القرارات التي اتخذها في ٥ آب/أغسطس و٣١ تشرين اﻷول/أكتوبر ويستأنف تعاونه الكامل مع اللجنة الخاصة لﻷمم المتحدة والوكالة الدولية للطاقة الذرية.

The Ministers decided that they would work closely with the Secretary-General to bring about the necessary first step in this process - the unconditional resumption of Iraqi cooperation with UNSCOM and IAEA.
وقرر الوزراء أن يعملوا بصورة وثيقة مع اﻷمين العام لتحقيق الخطوة اﻷولى الضرورية في هذه العملية الاستئناف غير المشروط لتعاون العراق مع لجنة اﻷمم المتحدة الخاصة والوكالة الدولية للطاقة الذرية.

5. On 5 August, Iraq announced that it was suspending its cooperation with UNSCOM and IAEA.

Under the presidency of Ambassador Danilo Türk, Permanent Representative of Slovenia to the United Nations, the members of the Security Council paid particular attention in August to a new set of difficulties in the relations between the United Nations and Iraq following the decision of Iraq on 5 August to suspend its cooperation with UNSCOM.
تحت رئاسة السفير دانيلو تورك، الممثل الدائم لسلوفينيا لدى اﻷمم المتحدة، أولى أعضاء مجلس اﻷمن اهتماما خاصا في شهر آب/أغسطس لجملة من الصعوبات الجديدة في العلاقات بين اﻷمم المتحدة والعراق، إثر القرار الذي اتخذه العراق في ٥ آب/أغسطس بوقف تعاونه مع اللجنة الخاصة لﻷمم المتحدة.

Iraq’s decision to suspend cooperation with UNSCOM and IAEA was another matter that the Council paid attention to in order to provide a firm and united response.
وكان قرار العراق بوقف التعاون مع اللجنة الخاصة لﻷمم المتحدة (UNSCOM) والوكالة الدولية للطاقة الذرية موضوعا آخر أولاه المجلس اهتمامه بقصد توفير رد حازم وموحﱠد.

The Council continued its consultations on a response to Iraq’s decision of 5 August to suspend cooperation with UNSCOM and IAEA on all disarmament activities and restrict ongoing monitoring and verification activities at declared sites.
وواصل أعضاء المجلس مشاوراتهم بشأن رد الفعل إزاء قرار العراق في ٥ آب/أغسطس ١٩٩٨ بوقف التعاون مع اللجنة الخاصة لﻷمم المتحدة والوكالة الدولية للطاقة الذرية فيما يتعلق بجميع أنشطة نزع السلاح وتقييد أنشطة الرصد والتحقيق الجارية في المواقع المعلنة.

Members demanded that the Iraqi leadership rescind immediately and unconditionally today’s decision, as well as the decision of 5 August, to limit cooperation with UNSCOM and IAEA, as previously demanded by the Council in its resolution 1194 (1998), and that it resume immediate, complete and unconditional cooperation with the Special Commission and IAEA.
وطالب اﻷعضاء بأن تلغي القيادة العراقية فورا وبدون شروط القرار المتخذ اليوم، وكذلك قرار ٥ آب/أغسطس، المتعلق بالحد من التعاون مع اللجنة الخاصة لﻷمم المتحدة والوكالة الدولية للطاقة الذرية، على نحو ما طالب المجلس آنفا في قراره ١١٩٤ )١٩٩٨( وبأن تستأنف فورا وبشكل تام وغير مشروط التعاون مع اللجنة الخاصة والوكالة الدولية للطاقة الذرية.

They were unanimously of the view that Iraq must respond immediately to Security Council resolution 1194 and resume full cooperation with UNSCOM and IAEA. The Ministers noted that the Secretary-General had presented his view to Security Council members on the comprehensive review of Iraq under the relevant resolutions, as required in Security Council resolution 1194.
ورأوا باﻹجماع أنه يتعين على العراق أن يستجيب على الفور لقرار مجلس اﻷمن ٤٩٩١ وأن يستأنف تعاونه الكامل مع لجنة اﻷمم المتحدة الخاصة ومع الوكالة الدولية للطاقة الذرية، وأشار الوزراء إلى أن اﻷمين العام قد عرض على أعضاء مجلس اﻷمن رأيه فيما يتعلق بالاستعراض الشامل للعراق بموجب القرارات ذات الصلة حسبما هو مطلوب في قرار مجلس اﻷمن ٤٩١١.
