In his reply, on my behalf, of 21 March 2000, the Under-Secretary-General for Political Affairs stressed that the position of the United Nations had remained constant, namely, that a comprehensive settlement must be based on the principles of full respect for the sovereignty and territorial integrity of Georgia and the right of all refugees and internally displaced persons to a safe, secure and voluntary return to Abkhazia within Georgia.
