No Bund (federal), Länder (state) or local law or regulation of the Federal Republic of Germany which is inconsistent with a regulation of the United Nations authorized by this paragraph shall, to the extent of such inconsistency, be applicable within the Headquarters district.
ولا ينطبق داخل منطقة المقر أي قانون أو لائحة على المستوى الاتحادي أو على مستوى الولاية أو على المستوى المحلي في جمهورية ألمانيا الاتحادية يكون متعارضا مع لائحة من لوائح اﻷمم المتحدة المأذون بها بموجب هذه الفقرة، وعدم الانطباق يكون بقدر ذلك التعارض.

" The United Nations shall have the power to make regulations operative within the Headquarters district, for the purpose of establishing therein conditions in all respects necessary for the full execution of its functions.
" لﻷمم المتحدة سلطة وضع النظام اﻷساسي المعمول به داخل منطقة المقر من أجل أن تتوفر فيها شتى جوانب الشروط الضرورية للتنفيذ الكامل لمهامها.

" (b) Except as otherwise provided in this agreement or in the General Convention, the federal, state and local law of the United States shall apply within the Headquarters district.

ولا يسري داخل منطقة المقر أي قانون أو نظام من قوانين أو أنظمة الاتحاد أو الولاية أو القوانين أو اﻷنظمة المحلية للولايات المتحدة يتعارض مع أي من أنظمة اﻷمم المتحدة يكون مأذونا بها بمقتضى هذا البند، ويكون عدم جواز ذلك السريان بمقدار هذا التعارض " )٤(.

9 The Headquarters regulation No. 4 on “Limitation of damages in respect of acts occurring within the Headquarters district”, adopted by the General Assembly in its resolution 41/210 of 11 December 1986, contains the following definition of “economic loss”:
)٩( تضمنت القاعدة رقم ٤ من أحكام اتفاق المقر بشأن " تحديد التعويضات فيما يتعلق بأعمال تحدث داخل منطقة المقر " التي اعتمدتها الجمعية العامة في قرارها ٤١/٢١٠ المؤرخ ١١ كانون اﻷول/ديسمبر ١٩٨٦ التعريف التالي للخسارة الاقتصادية:

10 Headquarters regulation No. 4 on “Limitation of damages in respect of acts occurring within the Headquarters district”, was adopted by the General Assembly in its resolution 41/210 of 11 December 1986.
)١٠( اعتمدت الجمعية العامة في قرارها ٤١/٢١٠ المؤرخ ١١ كانون اﻷول/ديسمبر ١٩٨٦ قاعدة المقر رقم ٤ بشأن " تحديد التعويضات فيما يتعلق باﻷعمال التي تحدث داخل منطقة المقر " .

The regulation aims at placing " reasonable limits on the amount of compensation or damages payable by the United Nations in respect of acts or omissions occurring within the Headquarters district ... " .
وتهدف هذه اللائحة إلى وضع " حدود معقولة لمبلغ التعويضات المختلفة التي ينبغي للأمم المتحدة أن تدفعها في ما يتعلق بالأعمال وحالات الامتناع عن الأعمال التي تحدث داخل منطقة المقر ... " .

49. Article III, section 7, of the Agreement between the United Nations and the United States of America regarding the Headquarters of the United Nations states, inter alia: " Except as otherwise provided in this agreement or in the General Convention, the federal, state and local law of the United States shall apply within the Headquarters district " .
49 - ينص البند 7 من المادة الثالثة للاتفاق المبرم بين الأمم المتحدة والولايات المتحدة الأمريكية فيما يتعلق بمقر الأمم المتحدة، في جملة أمور، على أن " يسري القانون الاتحادي وقانون الولايات والقانون المحلي للولايات المتحدة داخل منطقة المقر ما لم يُشترط خلاف ذلك في هذا الاتفاق أو في الاتفاقية العامة " .
