" إن الدولة المرتكبة للعدوان بمفهوم ميثاق الأمم المتحدة وقرار الجمعية العامة للأمم المتحدة 3314 (د-39) لا تنهي أو تعلق نفاذ معاهدة إذا كانت تلك الدولة ستستفيد من أثر ذلك``.

A State committing aggression within the meaning of the Charter of the United Nations and resolution 3314 (XXIX) of the General Assembly of the United Nations shall not terminate or withdraw from a treaty or suspend its operation as a consequence of an armed conflict that results from the act of aggression if the effect would be to the benefit of that State.
لا يجوز لدولة ترتكب عدوانا بمفهوم ميثاق الأمم المتحدة وقرار الجمعية العامة للأمم المتحدة ٣٣١٤ (د - ٢٩) أن تنهي معاهدة أو تنسحب منها أو تعلق نفاذها بسبب نزاع مسلح ناجم عن عمل عدواني، إذا كانت تلك الدولة ستستفيد من ذلك.

3. Mr. Scott (United States of America) said that his delegation would abstain as it had done for seven years because the draft resolution in question gave the General Assembly the right to determine if a Territory had become self-governing within the meaning of the Charter.
٣ - السيد سكوت )الولايات المتحدة(: قال إن وفده سيمتنع عن التصويت كما فعل في السنوات السبع الماضية ﻷن مشروع القرار هذا يمنح الجمعية العامة حق تقرير ما إذا كان إقليم ما قد أصبح مستقلا بالمعنى الوارد في الميثاق.
