2. Accordingly, the Secretary—General established, in 1993, within the United Nations Conference on Trade and Development (UNCTAD), the focal point responsibility on the subject.

12. To address the severe problems of finance facing developing countries, the Conference urged an expert study of the proposal for a non-aligned solidarity fund and a bank for developing countries, and continued work within the United Nations Conference on Trade and Development (UNCTAD) on the creation of an export credit guarantee facility.
12 - ولمعالجة المشاكل الخطيرة التي تواجهها البلدان النامية في مجال التمويل، حث المؤتمر على قيام فريق من الخبراء بدراسة مقترح إنشاء صندوق تضامن لبلدان عدم الانحياز ومصرف للبلدان النامية، وعلى مواصلة العمل داخل مؤتمر الأمم المتحدة للتجارة والتنمية بشأن إنشاء مرفق لضمان ائتمانات التصدير.
