Many women and girls victims of violence do not come forward to register complaints, owing to their lack of knowledge of the law, fear of reprisal by the perpetrators, lack of trust in the police and judicial system, fear of being charged for " moral crimes " and running away from home and, more importantly, difficulty in accessing social services such as shelter, health and legal aid.

(e) Encourage women and girls victims of violence to report cases to the police, sensitize them about the criminal nature of such acts and ensure the de-stigmatization of victims; ensure effective access of women to courts and tribunals and prosecute all acts of violence against women upon complaint by the victim or ex officio, and adequately punish perpetrators;
(ﻫ) تشجيع النساء والفتيات ضحايا العنف على إبلاغ الشرطة بما يتعرضن له من عنف، وتعريفهن بالطابع الإجرامي لهذه الأفعال، وضمان عدم تعرض الضحايا للوصم، وكفالة إمكانية لجوء النساء على نحو فعال إلى المحاكم والهيئات القضائية، ومقاضاة مرتكبي جميع أعمال العنف ضد النساء بالاستناد إلى ما تقدمه الضحايا من شكاوى أو بحكم الوظيفة القضائية، وفرض عقوبات مناسبة على مرتكبي هذه الأفعال؛

(e) Increase the number of State-run temporary shelters for women and girls victims of trafficking and provide them with adequate protection and assistance, including through social rehabilitation and reintegration programmes;
(ﻫ) تزيد عدد الملاجئ المؤقتة التي تديرها الدولة والمخصصة للنساء والفتيات ضحايا الاتجار، وأن تقدم لهن ما يكفي من الحماية والمساعدة، بطرق منها برامج إعادة التأهيل الاجتماعي وإعادة الإدماج؛

The Committee calls on the State party to enact legislation on violence against women, including on domestic violence and sexual abuse, as soon as possible, so as to ensure that violence against women constitutes a criminal offence, that women and girls victims of violence have access to immediate means of redress and protection and that perpetrators are prosecuted and punished.
