The proportion of women in the Government of Estonia has fluctuated, but on average women have made up 12.5% of the members of the Government (see Table 7.2).

The proportion of women in the Government and Parliament was low, although approximately the world average, which was itself much too low, and she noted that non-governmental organizations wished quotas to be set for the number of women in elected office.

The presence of a larger number of women in the Government is noteworthy and points to a genuine determination to make an effective contribution to enhancing the status of women.
