On the basis of the above-stated facts, challenges and issues with regard to persons with visual disabilities, World Blind Union makes the following recommendations:

He invited delegates to take part in the 2012 international conferences of the World Blind Union and the International Council for Education of People with Visual Impairment, to be held in Thailand.

The World Blind Union is the internationally recognized voice of blind and partially sighted persons at the global level. It represents 285 million blind and partially sighted persons in approximately 190 countries, organized into six geographic regions.

The World Blind Union (WBU) is developing strategic options to address the full spectrum of blindness, such as youth, blind women, the elderly and the multiple handicapped.

The Council is addressing the challenge of breaking this cycle with the launch of its Global Campaign on Education for All Children with Visual Impairment, in partnership with the World Blind Union.

The World Blind Union (WBU) is the only organisation entitled to speak on behalf of blind and partially sighted persons of the world, representing 162 million blind and visually impaired persons from about 600 organisations in 178 countries.

The World Blind Union is serving its member organizations with Braille versions of the Rules in a number of languages and Inclusion International reports that the Rules are available in easy-to-read versions in several languages.
