67. The General Assembly has highlighted actions to be taken by Governments to combat trafficking.21 They included accurate, timely information about migration and trafficking disseminated to would-be migrants so that they can make informed choices about migration.
67 - وقد أبرزت الجمعية العامة الإجراءات التي يتعين على الحكومات اتخاذها لمكافحة الاتجار(21). وتشمل هذه جمع معلومات دقيقة وحديثة عن الهجرة والاتجار ونشرها على المهاجرين المحتملين لتمكينهم من تحديد خيارات واعية عن الهجرة.

36. Reality showed that that world of opportunity frequently did not live up to its promise since a high percentage of would-be migrants were victims of trafficking networks, or unscrupulous recruitment agencies or employers who subjected migrants to the worst forms of
36- وبيّن الواقع أن عالم الفرص كثيراً ما لا يحقق الأمل الموعود حيث إن نسبة كبيرة من المهاجرين المحتملين يقعون ضحايا شبكات الاتجار بالأشخاص أو وكالات التشغيل المجردة من الوازع الأخلاقي أو أصحاب العمل الذين يخضعون المهاجرين لأسوأ أشكال الاستغلال وللتهميش والتمييز في المهجر.

The main elements of a comprehensive strategy are protection to those in need; preventive activities; assistance for refugee and returnee programmes; a clear distinction between persons fleeing persecution and violence and those who leave their homes for other reasons; public information to raise awareness and acceptance of refugees in countries of the asylum; and a focus on would-be migrants in the countries of origin.
وتتمثل أهم عناصر استراتيجية شاملة من هذا القبيل في توفير الحماية لمن يحتاجون اليها؛ واﻷنشطة الوقائية؛ وبرامج تقديم المساعدات الى اللاجئين والعائدين؛ والتفريق بوضوح بين اﻷشخاص الذين يفرون من الاضطهاد والعنف، وأولئك الذين يغادرون ديارهم ﻷسباب أخرى؛ وإعلام الجمهور لزيادة الوعي بمسألة اللاجئين وقبولهم في بلدان اللجوء؛ والتركيز على المهاجرين المحتملين في أوطانهم.

There are persistent accounts of the dangers confronted by would-be migrants in transit in both of these regions, as well as in others, as increased measures in terms of infrastructure and surveillance may induce irregular migrants to take greater risks in circumventing the authorities.
وثمة أخطار دائمة تواجه المهاجرين المحتملين في أثناء العبور في كلتا المنطقتين، كما في المناطق الأخرى، إذ أن زيادة التدابير من حيث الهياكل الأساسية والمراقبة قد تحث المهاجرين غير القانونيين على المخاطرة بشكل أكبر بهدف التحايل على السلطات().

٨ - يشجع الدول اﻷعضاء على اتخاذ تدابير وقائية سريعة وفعالة، مثل زيادة الحراسة على الموانئ الساحلية والمطارات والحدود البرية، فضلا عن تعزيز المهارات الفنية للموظفين المعنيين، ﻹحباط اﻷهداف واﻷنشطة التي يمارسها منظمو عمليات تهريب المهاجرين غير الشرعيين، ومن ثم حماية المهاجرين المحتملين من الاستغلال وخسارة اﻷرواح؛
