Part XI of UNCLOS and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS (the Part XI Agreement) specifically define the legal regime for the Area.

636. With respect to international agreements, in order to achieve the goal of universal participation, the Commission recommended that all States that have not done so consider becoming parties to UNCLOS and the 1994 Agreement relating to the implementation of Part XI of UNCLOS.

The legal regime of Part XI of UNCLOS covers only the mineral resources, not the living and genetic resources found in the Area.

2. The International Seabed Authority (ISA) is an autonomous international organization established under UNCLOS and the 1994 Agreement through which parties to the Convention shall, in accordance with the regime for the Area established in Part XI of UNCLOS and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area.
