Moreover, the United States side also spread its misleading information to countries on whose ports the " Yin He " was scheduled to call and demanded that they refuse to let the ship dock and unload its cargo.

وقد تجلت الحقيقة اﻵن في وضح النهار ومنيت الولايات المتحدة بالفشل الذي تسببت فيه إذ أن حادثة " يين هي " من صنعها هي وحدها.

From 26 August to 4 September 1993, the representatives of the Government of the Kingdom of Saudi Arabia, in the presence of the representatives of the Government of the People's Republic of China, conducted an inspection of the cargo carried by the Chinese ship " Yin He " at the Dammam Port in Saudi Arabia.
في الفترة من ٢٦ آب/أغسطس إلى ٤ أيلول/سبتمبر ١٩٩٣، قام ممثلون لحكومة المملكة العربية السعودية، بحضور ممثلين لحكومة جمهورية الصين الشعبية بتفتيش شحنة على متن الباخرة الصينية " يين هي " في ميناء الدمام بالعربية السعودية.

After a serious and extensive investigation into the matter to allay the suspicions of the United States, the Chinese side informed the United States side as early as 4 August in explicit terms that the ship " Yin He " did not carry the two chemicals as alleged by the United States side and put forth a positive proposal for a third-party inspection.
وبعد تحقيق حازم وشامل في المسألة ﻹزالة تخوفات الولايات المتحدة، أبلغ الطرف الصيني طرف الولايات المتحدة، في تاريخ ٤ آب/أغسطس المبكر، بعبارات صريحة، أن الباخرة " يين هي " لم تكن تحمل المادتين الكيميائيتين على نحو ما ادعاه طرف الولايات المتحدة، وتقدم بمقترح إيجابي يقضي بقيام طرف ثالث بالتفتيش.

To demonstrate to the international community its sincerity in the settlement of the question, clarify the incident, bring about an earlier solution to the issue to avoid further losses and alleviate the sufferings of the " Yin He " seamen at an earlier date, the Chinese side proposed an inspection by a third party of the cargo of the ship that the United States side was questioning.
واقترح الطرف الصيني تفتيشا يجريه طرف ثالث لحمولة الباخرة التي كان طرف الولايات المتحدة يعترض عليها. وذلك لكي يثبت للمجتمع الدولي صدق نيته في السعي إلى تسوية المسألة، ولكي يوضح الحادثة، ويتوصل إلى حل مبكر للقضية لتجنب المزيد من الخسارات وتخفيف معاناة بحاري " يين هي " في تاريخ مبكر.

When the Chinese side, after careful investigation into the matter, made clear to the United States side that the " Yin He " did not carry the two chemicals, the United States side, insisting on having its way, continued to misguide public opinion and put pressure on the countries concerned.
وحين أوضح الطرف الصيني لطرف الولايات المتحدة، بعد التحقيق بعناية في المسألة، أن " يين هي " لم تكن تحمل المادتين الكيميائيتين، واصل طرف الولايات المتحدة، في إصرار على التصرف بحكم مشيئته، تضليل الرأي العام وممارسة الضغط على البلدان المعنية.

China strongly demands that the United States take immediate steps to remove the adverse consequences of its false intelligence and ensure, as it has already promised, that the " Yin He " be allowed to enter its scheduled ports for unloading.
وتطالب الصين بشدة بأن تتخذ الولايات المتحدة خطوات فورية ﻹزالة النتائج غير المواتية المترتبة على بيانات مخابراتها غير الصحيحة، وأن تكفل، مثلما وعدت بالفعل، أن " يين هي " سيسمح لها بدخول الموانئ التي كان تقرر أن تفرغ فيها حمولتها.

1. During the period between 26 August 1993 and 4 September 1993, the representatives of the Government of Saudi Arabia inspected, in the presence of the representatives of the Government of China, the cargo carried by the Chinese ship " Yin He " , at the Dammam Port of Saudi Arabia.
١ - في فترة ما بين ٢٦ آب/أغسطس ١٩٩٣ و ٤ أيلول/سبتمبر ١٩٩٣، قام ممثلو حكومة المملكة العربية السعودية، بحضور ممثلي حكومة الصين، بتفتيش حمولة الباخرة الصينية " يين هي " في ميناء الدمام بالعربية السعودية.

3. The Government of the United States undertakes to inform the Governments of the countries on which the Chinese ship " Yin He " had been scheduled to call of the results of this inspection and to seek to ensure the smooth entry of the ship into the ports concerned to unload its cargo.
٣ - تتعهد حكومة الولايات المتحدة بإبلاغ حكومات البلدان التي كان تقرر أن ترسي الباخرة " يين هي " في موانئها بنتائج هذا التفتيش وأن تسعى إلى تأمين دخول الباخرة الموانئ المعنية، دون أي عراقيل، ﻹفراغ حمولتها. ــ ــ ــ ــ ــ

The results of this exhaustive inspection showed that the Chinese ship " Yin He " did not carry thiodiglycol and thionyl chloride, the two chemicals as alleged by the United States side.
وقد أظهرت نتائج هذا التفتيش الشامل أن الباخرة الصينية " يين هي " لم تكن تحمل ثاني غليكول الكبريت )thiodiglycol( وكلوريد الكبريت اﻷكسجيني )thionyl chloride( المادتين الكيميائيتين اللتين كان طرف الولايات المتحدة قد ادعى وجودهما على متن الباخرة.

It accused the Chinese ship " Yin He " of carrying chemical weapon precursors (thiodiglycol and thionyl chloride) bound for Iran, and took such extraordinary actions as having the Chinese ship on the high seas followed by its warships and taking aerial photos of by its military aircraft, which interrupted the ship's normal navigation.
وقد اتهمت الباخرة الصينية " يين هي " بنقل أسلاف لﻷسلحة الكيميائية من مادتي ثاني غليكول الكبريت وكلوريد الكبريت اﻷكسجيني إلى إيران، واتخذت إجراءات غير اعتيادية مثل جعل بواخرها الحربية تقتفي أثر الباخرة الصينية في أعالي البحار وطائرتها العسكرية تلتقط صورا جوية لتلك الباخرة، اﻷمر الذي عطل الملاحة البحرية العادية للباخرة.

2. The complete inspection of all the containers aboard the " Yin He " showed conclusively that the two chemicals thiodiglycol and thionyl chloride were not among the ship's cargo.
٢ - وقد تبين بصورة قاطعة من التفتيش الكامل لجميع الحاويات على متن " يين هي " أن المادتين الكيميائيتين ثاني غليكول الكبريت وكلوريد الكبريت اﻷكسجيني )thiodiglycol و thionyl chloride( لم تكونا ضمن حمولة الباخرة.

Upon instructions of my Government, I have the honour to transmit to you, in Chinese and English, a statement dated 4 September 1993 by the Ministry for Foreign Affairs of the People's Republic of China on the " Yin He " incident (see annex I) and the inspection report signed by China, Saudi Arabia and the United States of America (see annex II).
