We have established that in the ideas presented to us there are fundamental departures from some basic issues of the confidence-building measures package as set out in your report of 1 July 1993 that we had accepted in principle.

It is only then that we would have fulfilled the promises we made to our people on the basis of the confidence-building measures package that was set out in your report of 1 July 1993 and that we accepted in principle after lengthy public discussions in our community and Parliament.
