Mr. Zhang Wanhai (China) said that his delegation had noted that while the financial situation of the United Nations had improved only slightly, the largest contributor was still in arrears and, as a consequence, the Organization continued to be obliged to borrow from peacekeeping budgets, and troop-contributing countries were still owed a large amount of money.
