III. Underlying challenges to the transitional justice process

The Special Rapporteur notes the concerns expressed by various stakeholders that the Ministry may limit the role played by civil society and its involvement in the deliberations regarding the overall transitional justice framework.
ويحيط المقرر الخاص علماً بالشواغل التي أعرب عنها مختلف أصحاب المصلحة من احتمال تقييد الوزارة الدور الذي يضطلع به المجتمع المدني وإسهامه في المداولات المتعلقة بإطار العدالة الانتقالية الشامل.

The four transitional justice areas straddle the competencies of not only the Ministries of Justice, the Interior and Human Rights, but also of Finance, Education, Health, and Social, Family and Gender Affairs, as well as others.

27. In the above connection, the Special Rapporteur emphasizes that the four elements of transitional justice are interrelated and reinforce each other.

The Special Rapporteur commends the technical committee and the Ministry for their efforts to create a legal framework that refers to the four elements of transitional justice and provides for the possibility of adopting a more systematic approach to transitional justice.
