Le projet de convention était le résultat d'un long travail et de la coopération des délégations et des observateurs qui avaient participé aux trois sessions au cours desquelles le Groupe intergouvernemental conjoint CNUCED/OMI d'experts des privilèges et hypothèques maritimes et des questions connexes avait établi le projet.

1. La neuvième session du Groupe intergouvernemental conjoint d'experts des privilèges et hypothèques maritimes et des questions connexes, créé par l'Organisation maritime internationale (OMI) et la Conférence des Nations Unies sur le commerce et le développement (CNUCED), s'est déroulée au Palais des Nations, à Genève, du 2 au 6 décembre 1996.
١- قام فريق الخبراء الحكومي الدولي المشترك بين اﻷونكتاد والمنظمة البحرية الدولية المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها، الذي أنشأته المنظمة البحرية الدولية ومؤتمر اﻷمم المتحدة للتجارة والتنمية، بعقد دورته التاسعة في قصر اﻷمم، بجنيف، في الفترة من ٢ إلى ٦ كانون اﻷول/ديسمبر ٦٩٩١.

5. Les négociations au sein du Groupe intergouvernemental conjoint d'experts des privilèges et hypothèques maritimes et des questions connexes suggèrent que l'une et l'autre des deux variantes proposées au paragraphe 1) de l'article premier bénéficient d'un appui qui n'est cependant pas suffisant pour en permettre l'adoption conformément au règlement intérieur.
5- وتوحي المفاوضات في فريق الخبراء الحكومي الدولي المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها بأنه على الرغم من أن كلا الخيارين الحاليين فيما يخص المادة 1 (1) سيحصلان على التأييد، فلن يحصل أي منهما على تأييد كاف يمكِّن من اعتماده طبقاً للنظام الداخلي.

A sa neuvième session, le Groupe intergouvernemental conjoint d'experts des privilèges et hypothèques maritimes et des questions connexes a achevé l'examen du projet d'articles pour une convention sur la saisie conservatoire des navires, figurant dans le document publié sous les cotes JIGE(IX)/2, TD/B/IGE.1/2 et LEG/MLM/39.
اختتم فريق الخبراء الحكومي الدولي المشترك المعني بالامتيازات والرهون البحرية والمواضيع المتصلة بها، في دورته التاسعة، النظر في مشاريع المواد التي أعدت لاتفاقية بشأن حجز السفن، كما ترد في الوثيقة JIGE(IX)/2، TD/B/IGE.1/2، LEG/MLM/39.
