If true, not only were the civil rights of those individuals violated, as was the right to physical and mental health for all, as guaranteed under article 12 (1) of the International Covenant on Economic, Social and Cultural Rights, but it would also constitute a violation of international humanitarian law norms, which require that medical personnel be respected and protected at all times.

The State of Israel has ratified all the principal instruments for the protection of human rights that protect the right to food, including the International Covenant on Economic, Social and Cultural Rights (art. 11), without reservations on the applicability of these conventions in the occupied territories.
