The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, adopted on 10 December 1984, stipulates, in its article 2, paragraph 2, that: " No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability or any other public emergency, may be invoked as a justification of torture. "
وهذه اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو المهينة المؤرخة 10 شباط/فبراير 1984 قد نصت في المادة 2/2 منها على أنه " لا يجوز التذرع بأي ظروف استثنائية سواء كانت حالة حرب أم تهديد بالحرب أو عدم استقرار سياسي داخلي أم أي حالة من حالات الطوارئ العامة الأخرى كمبرر للتعذيب " .
