" 2. the TIR Carnet shall be valid for one journey only.

Termination of a TIR operation may be certified without or with reservation: where termination is certified with reservation this shall be on account of facts connected with the TIR operation itself.

Add a new Explanatory Note to Article 1 (b) of the TIR Convention to read as follows:
تضاف مذكرة تفسيرية جديدة إلى المادة 1(ب) من اتفاقية النقل البري الدولي نصّها كما يلي:

Replace in the second sentence the words " certificate of discharge " by " certificate of termination of the TIR operation " .
ويستعاض في الجملة الثانية عن عبارة " شهادة الإفراج " بعبارة " شهادة انتهاء عملية النقل البري الدولي " .

" Where the Customs seals have not remained intact, the Customs authorities may accept the TIR Carnet for resumption of the TIR transport under the provisions of Article 25. "
" حينما لا تكون الأختام الجمركية قد ظلت سليمة يجوز للسلطات الجمركية أن تقبل بطاقة النقل البري الدولي لاستئناف عملية النقل البري الدولي بموجب أحكام المادة 25 " .

(e) the term " discharge of a TIR operation " shall mean the recognition by Customs authorities that the TIR operation has been terminated correctly in a Contracting Party.

" (k) the term " Customs office of departure " shall mean any Customs office of a Contracting Party where the TIR transport of a load or part load of goods begins;

(l) the term " Customs office of destination " shall mean any Customs office of a Contracting Party where the TIR transport of a load or part load of goods ends;
(ل) يعني مصطلح " مكتب جمارك المقصد " أي مكتب جمارك تابع لطرف متعاقد حيث ينتهي النقل البري الدولي لشحنة أو شحنة جزئية من البضائع بموجب إجراء النقل البري الدولي؛

He shall be responsible for presentation of the road vehicle, the combination of vehicles or the container together with the load and the TIR Carnet relating thereto at the Customs office of departure, the Customs office en route and the Customs office of destination and for due observance of the other relevant provisions of the Convention; "
ويكون هذا الشخص مسؤولاً عن عرض المركبة البرية أو مجموعة المركبات أو الحاوية ومعها الشحنة وبطاقة النقل البري الدولي المتعلقة بها على مكتب جمارك المغادرة، ومكتب الجمارك في الطريق ومكتب جمارك المقصد، وعن المراعاة الواجبة لأحكام الاتفاقية الأخرى ذات الصلة " ؛

(c) the term " start of a TIR operation " shall mean that the road vehicle, the combination of vehicles or the container have been presented for purposes of control to the Customs office of departure or of entry (en route) together with the load and the TIR Carnet relating thereto and that the TIR Carnet has been accepted by the Customs office;
(ج) تعني عبارة " بداية عملية النقل البري " أن المركبة البرية أو مجموعة المركبات أو الحاوية قد عرضت لأغراض الرقابة على مكتب جمارك المغادرة أو الدخول (في الطريق) ومعها الشحنة وبطاقة النقل البري الدولي الخاصة وأن مكتب الجمارك قبل بطاقة النقل البري الدولي؛

(d) the term " termination of a TIR operation " shall mean that the road vehicle, the combination of vehicles or the container have been presented for purposes of control to the Customs office of destination or of exit (en route) together with the load and the TIR Carnet relating thereto;
(د) تعني عبارة " انتهاء عملية النقل البري الدولي " أن المركبة البرية أو مجموعة المركبات أو الحاوية قد عرضت لأغراض الرقابة على مكتب جمارك المقصد أو الخروج (في الطريق) ومعها الشحنة وبطاقة النقل البري الدولي الخاصة بها؛

" (o) the term " holder " of a TIR Carnet shall mean the person to whom a TIR Carnet has been issued in accordance with the relevant provisions of the Convention and on whose behalf a Customs declaration has been made in the form of a TIR Carnet indicating a wish to place goods under the TIR procedure at the Customs office of departure.
" (س) يعني مصطلح " حامل " بطاقة النقل البري الدولي الشخص الذي صدرت له بطاقة نقل بري دولي وفقاً لأحكام الاتفاقية ذات الصلة، والذي صدر نيابة عنه إعلان جمركي في شكل بطاقة نقل بري دولي تبين رغبته في وضع بضائع تحت إجراء النقل البري الجوي في مكتب جمارك المغادرة.

" 2. When the Customs authorities of a country have discharged a TIR operation they can no longer claim from the guaranteeing association payment of the sums mentioned in Article 8, paragraphs 1 and 2, unless the certificate of termination of the TIR operation was obtained in an improper or fraudulent manner or no termination has taken place. "
" 2- حين تكون سلطات الجمارك في بلد ما قد أفرجت عن عملية نقل بري دولي، لا يعود بإمكانها مطالبة الجمعية الضامنة بسداد المبالغ المذكورة في الفقرتين 1 و2 من المادة 8 إلا إذا كانت شهادة انتهاء عملية النقل البري الدولي قد تم الحصول عليها بطريقة خاطئة أو احتيالية، أو لم يكن قد حدث إنهاء للعملية " .

2. In cases where the goods are placed under another Customs procedure or another system of Customs control, all irregularities that may be committed under that other Customs procedure or system of Customs control shall not be attributed to the TIR Carnet holder as such or any person acting on his behalf. "
2- إذا وضعت البضائع تحت نظام آخر للإجراءات الجمركية أو نظام آخر للرقابة الجمركية، لا تعزى أي مخالفة ترتكب بمقتضى هذا الإجراء الجمركية الآخر أو نظام الرقابة الجمركية إلى حامل بطاقة النقل البري الدولي بصفته هذه، أو لأي شخص يتصرف نيابة عنه " .
