Das Mandat für diesen Bericht leitet sich aus den folgenden drei Ziffern des Ergebnisses des Weltgipfels 2005 ab:
1 - يستمد هذا التقرير ولايته من الفقرات التالية من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005:

sowie Kenntnis nehmend von den Ziffern 106 bis 110, 176 und 177 des Ergebnisses des Weltgipfels 2005,
وإذ تحيط علما أيضا بالفقرات 106 إلى 110 و 176 و 177 من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005()،

b) ihren sich aus Ziffer 139 des Ergebnisses des Weltgipfels 2005 ergebenden Auftrag zur „weiteren Prüfung“ definieren;
(ب) تحديد دورها في مواصلة ”النظر في مفهوم المسؤولية عن حماية السكان“ المسند إليها بموجب الفقرة 139 من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005؛

4. bekräftigt die Bestimmungen der Ziffern 138 und 139 des Ergebnisses des Weltgipfels 2005 betreffend die Verantwortung für den Schutz der Bevölkerung vor Völkermord, Kriegsverbrechen, ethnischer Säuberung und Verbrechen gegen die Menschlichkeit;
4 - يؤكد من جديد أحكام الفقرتين 138 و139 من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005 بشأن المسؤولية عن حماية السكان من الإبادة الجماعية وجرائم الحرب والتطهير العرقي والجرائم المرتكبة ضد الإنسانية؛

Um die mit der Schutzverantwortung verbundene Herausforderung zu bewältigen, was die in Ziffer 138 des Ergebnisses des Weltgipfels 2005 geforderte Schaffung einer Frühwarnkapazität einschlieȣt, müssen die Vereinten Nationen keine neuen Netzwerke zur Überwachung oder Informationsgewinnung am Boden errichten, die sich mit den bestehenden Vorkehrungen überschneiden könnten.
4 - ولمواجهة تحدي المسؤولية عن الحماية، بما في ذلك الدعوة الواردة في الفقرة 138 من الوثيقة الختامية لمؤتمر القمة العالمي لعام 2005 إلى إنشاء قدرة على الإنذار المبكر، ليست الأمم المتحدة في حاجة إلى أن تقيم شبكات جديدة للرصد أو لجمع المعلومات في الميدان من شأنها أن تكرر نفس العمل الذي تضطلع به الترتيبات القائمة.

Falls die politische Führung des Staates entschlossen ist, unter die Schutzverantwortung fallende Verbrechen und Verstöȣe zu begehen, dann wären Hilfemaȣnahmen nach Säule zwei von geringem Nutzen, und die internationale Gemeinschaft wäre besser beraten, mit dem Aufbau der Kapazität und des Willens für eine „rechtzeitige und entschiedene“ Reaktion gemäȣ Ziffer 139 des Ergebnisses des Gipfels (siehe Abschn. IV) zu beginnen.
29 - وإذا كانت القيادات السياسية للدولة مصممة على ارتكاب جرائم وانتهاكات تتعلق بالمسؤولية عن الحماية، فإن تدابير المساعدة الواردة في إطار الركيزة الثانية ستكون قليلة الجدوى وسيكون من الأفضل للمجتمع الدولي أن يبدأ جمع القدرات والإرادة من أجل الاستجابة ”في الوقت المناسب وبطريقة حاسمة“، حسبما تنص عليه الفقرة 139 من الوثيقة الختامية لمؤتمر القمة (انظر الفرع رابعا أدناه).
