In this sense, the system reflects a broader trend among international human rights protection mechanisms requiring that States create adequate remedial mechanisms for economic, social and cultural rights violations.

In addition, the framework should establish effective remedy mechanisms, which should be binding on State authorities and private or State-owned enterprises involved (see section V below).

72. The Special Rapporteur further stated that human rights can guide the response to the crisis and policy development at two levels: they can encourage Governments to ensure adequate mapping of insecurity and vulnerability, and hence ensure targeted responses to the people most at risk and better monitoring and accountability by providing remedy mechanisms to victims.

(c) Establish specialized recourse mechanisms at the local level that are accessible, work transparently and include safeguards against corruption.
