It was found that officials of the Ministry of Defence had probably played a part in their arbitrary detention and torture of Luis Gonzaga, Magencio Abad Zeferina and the others and the Military Procurator-General was requested to launch an investigation with a view to imposing criminal or administrative penalties on those responsible.
