Also reaffirm our Governments' willingness to continue contributing to the process of the implementation of the Ottawa Convention and, in this regard, congratulate the Government of Nicaragua on the work it has done, as the country occupying the Presidency of the Third Meeting of States Parties, to refocus efforts on the core humanitarian objectives of the Convention and the issue of international assistance and cooperation;
2- نؤكد مجدداً رغبة حكوماتنا في مواصلة الإسهام في عملية تنفيذ اتفاقية أتاوا ونهنئ في هذا الصدد، حكومة نيكاراغوا على العمل الذي أنجزته، بوصفها البلد الذي يرأس الاجتماع الثالث للدول الأطراف، بغية إعادة تركيز الجهود على الأهداف الإنسانية الأساسية للاتفاقية وعلى ومسألة المساعدة والتعاون الدوليين؛

What would have become of the efforts to achieve agreement on banning anti-personnel landmines if the valuable Ottawa process, to which my country is party, had had to wait for the conclusion of a preliminary agreement within the Conference on Disarmament? Everyone will readily understand the questions raised here by several delegations regarding the legitimacy of this body, whose significance is still indisputable.
وللمرء أن يسأل: ترى إلى أي مصير كانت ستؤول الجهود الرامية إلى إبرام اتفاق يحظر اﻷلغام اﻷرضية المضادة لﻷفراد لو تعين على عملية أتاوا القيمة، وبلدي طرف فيها، أن تنتظر الانتهاء من التوصل إلى اتفاق مبدئي في إطار مؤتمر نزع السلاح؟ إن التساؤلات التي أثارتها عدة وفود حول شرعية هذه الهيئة، التي لا تزال ذات أهمية لا منازع فيها، هي تساؤلات يمكن أن يفهمها الجميع بسهولة.

In that connection, the fifth Meeting of States Parties, which was held in Bangkok from 15 to 19 September, emphasized that, in order to achieve the ideal of a world free from landmines, States parties should respect their obligations vis-à-vis the destruction of all stockpiled mines, the clearance of mined areas and universal adherence to the Ottawa Convention.

Taking account of the provisions of article 6 (Cooperation and international assistance), paragraphs 1, 3, 4, 7 and 8, of the Ottawa Convention, the countries and international organizations participating in the Conference on Progress of Demining in the Americas:

With regard to stockpile destruction, for example, which should be one of the obligations under such an instrument, Lithuania, as Co-Chair of the Standing Committee of Experts on Stockpile Destruction under the Ottawa Convention on Landmines, was concerned about the fact that some of the States parties to that Convention were facing serious difficulties in meeting their treaty obligations.
