However, the Commission felt that it was essential to provide scientific and technical advice during the preparation of the data for submission by coastal States, especially to developing States which might be at a technological disadvantage in preparing a submission.

4. Under article 3, paragraph 1 (b), of annex II to the Convention, the Commission may provide scientific and technical advice, if requested by the coastal States concerned, during the preparation of the data to be submitted in accordance with article 76.
4 - ويجوز للجنة بموجب الفقرة 1 (ب) من المادة 3 من المرفق الثاني للاتفاقية أن تقدم المشورة العلمية والتقنية، إذا طلبتها الدول الساحلية المعنية أثناء إعداد البيانات التي تقدم وفقا للمادة 76.

The decisions on these issues could be of importance to the coastal States since the Commission is " to provide scientific and technical advice, if requested by the coastal State concerned during the preparation of the data " for such a submission (see para. 3 above).
