4. Invites the United Nations High Commissioner for Human Rights to intensify systematic efforts to encourage States to become parties to the International Covenants on Human Rights with a view to achieving universal adherence and, through the programme of advisory services in the field of human rights, to assist such States, at their request, in ratifying or acceding to the Covenants and to the Optional Protocols thereto;
4 - تدعو مفوضة الأمم المتحدة السامية لحقوق الإنسان إلى تكثيف الجهود المنتظمة من أجل تشجيع الدول على أن تصبح أطرافا في العهدين الدوليين الخاصين بحقوق الإنسان بغية تحقيق هدف الانضمام العالمي إليهما، والقيام، عن طريق برنامج الخدمات الاستشارية في ميدان حقوق الإنسان، بمساعدة هذه الدول، بناء على طلبها، في التصديق على العهدين والبروتوكولين الاختياريين الملحقين بهما أو الانضمام إليهما؛

32. The High Commissioner on Human Rights should be requested to consult specifically with the relevant international agencies, including UNDP, the World Bank, UNESCO, WHO and FAO, with a view to ascertaining what initiatives, if any, they might be prepared to take in order to encourage States with which they are dealing to ratify any of the six core treaties to which they are not already a party.
٢٣- ينبغي أن يطلب إلى المفوض السامي لحقوق اﻹنسان أن يتشاور تحديداً مع الوكالات الدولية ذات الصلة، بما في ذلك برنامج اﻷمم المتحدة الانمائي، والبنك الدولي، ومنظمة اليونسكو، ومنظمة الصحة العالمية، ومنظمة اﻷغذية والزراعة، بغية التأكد من كنه المبادرات، إن وجدت، التي تكون على استعداد للقيام من أجل تشجيع الدول التي تتعامل معها على التصديق على أي من المعاهدات الرئيسية الست التي لا تكون طرفاً فيها بالفعل.

11.
