Taking into account the fact that the responsibilities of the High Commissioner include engaging in a dialogue with all Governments in the implementation of his mandate with a view to the promotion and protection of all human rights, and rationalizing, adapting, strengthening and streamlining the United Nations machinery in the field of human rights with a view to improving its efficiency and effectiveness,
وإذ تأخذ في اعتبارها أن مسؤوليات المفوض السامي تشمل الدخول في حوار مع جميع الحكومات تنفيذا لولايته بغية تعزيز جميع حقوق اﻹنسان وحمايتها وترشيد أجهزة اﻷمم المتحدة في ميدان حقوق اﻹنسان وتكييفها وتعزيزها وتبسيطها من أجل تحسين كفاءتها وفعاليتها،

وإذ تأخذ في اعتبارها كذلك أن مسؤوليات المفوض السامي تشمل، في جملة أمور، إجراء حوار مع جميع الحكومات تنفيذا لولايته في مجال تعزيز وحماية جميع حقوق اﻹنسان وترشيد أجهزة اﻷمم المتحدة في ميدان حقوق اﻹنسان وتكييفها وتقويتها وتبسيطها بهدف تحسين كفاءتها وفعاليتها،

The General Assembly, when establishing that post in its resolution 48/141 of 20 December 1993, gave the High Commissioner responsibility for the rationalization, adaptation, strengthening and streamlining of the United Nations machinery in the field of human rights with a view to improving its efficiency and effectiveness and for the overall supervision of the Centre for Human Rights.
وأناطت الجمعية العامة، لدى إنشائها لهذا المنصب في القرار ٤٨/١٤١ المؤرخ ٢٠ كانون اﻷول/ديسمبر ١٩٩٣، بالمفوض السامي مسؤولية ترشيد أجهزة اﻷمم المتحدة في ميدان حقوق اﻹنسان وتكييفها وتقويتها وتبسيطها، بهدف تحسين كفاءتها وفعاليتها واﻹشراف عموما على مركز حقوق اﻹنسان.

4. The High Commissioner is also responsible for enhancing international cooperation for the promotion and protection of all human rights; coordination of the human rights promotion and protection activities throughout the United Nations system; and for the rationalization, adaptation, strengthening and streamlining of the United Nations machinery in the field of human rights with a view to improving its efficiency and effectiveness.
٤ - والمفوض السامي مسؤول أيضا عن زيادة التعاون الدولي من أجل تعزيز جميع حقوق اﻹنسان وحمايتها؛ وتنسيق اﻷنشطة الرامية إلى تعزيز حقوق اﻹنسان وحمايتها في جميع وحدات منظومة اﻷمم المتحدة؛ وترشيد أجهزة اﻷمم المتحدة في ميدان حقوق اﻹنسان وتكييفها وتقويتها وتبسيطها، بهدف تحسين كفاءتها وفعاليتها.

26. Reinforcing coordination and cooperation among the bodies and organs of the human rights programme is another important way of improving effectiveness and is closely connected with the High Commissioner's mandate relating to the rationalization, adaptation, strengthening and streamlining of the United Nations machinery in the field of human rights.
٢٦ - يمثل تعزيز التنسيق والتعاون فيما بين هيئات وأجهزة برنامج حقوق اﻹنسان سبيلا هاما آخر لتحسين الفعالية وهو يتصل اتصالا وثيقا بولاية المفوض السامي المتعلقة بترشيد وتكييف وتعزيز وتبسيط أجهزة اﻷمم المتحدة في ميدان حقوق اﻹنسان.
