19 - إذا أدركت الأمانة، من خلال أدائها لوظائفها بمقتضى الاتفاقية، أن أحد الأطراف قد يواجه صعوبات من جانب أحد الأطراف بشأن امتثاله لالتزاماته بتقديم خطط تنفيذ وتقارير وطنية بمقتضى المادتين 7 و15 على التوالي من الاتفاقية، قد تطلب من الطرف المعني تقديم المعلومات اللازمة عن هذه المسألة.

33. If the Secretariat, while acting pursuant to its functions under the Convention, becomes aware that a Party may face difficulties by a Party in complying with its obligations to submit national implementation plans and reports under Articles 7 and 15, respectively, of the Convention, it may request the Party concerned to furnish necessary information about the matter.

29 - إذا أدركت الأمانة، خلال عملها بموجب وظائفها بمقتضى الاتفاقية، أن أحد الأطراف قد يواجه صعوبات من جانب أحد الأطراف بشأن امتثاله لالتزاماته بتقديم خطط تنفيذ وتقارير وطنية بمقتضى المادتين 7 و15 على التوالي من الاتفاقية، قد تطلب من الطرف المعني تقديم المعلومات اللازمة عن هذه المسألة.

[(c) The secretariat, if, while acting pursuant to its functions under the Convention, it becomes aware that a Party may face difficulties in complying with its obligations under the Convention, in particular on the basis of reports received pursuant to Article 15, provided that the matter has not been resolved within ninety days by consultation with the Party concerned.
[(ج) الأمانة إذا أدركت، أثناء عملها بمقتضى وظائفها في إطار الاتفاقية، أن أحد الأطراف قد يواجه صعوبات في الامتثال لالتزاماته بمقتضى الاتفاقية وخاصة على أساس التقارير التي تتلقاها إعمالاً للمادة 15 بشرط ألا تكون هذه المسألة قد تمت تسويتها في غضون تسعين يوماً من خلال التشاور مع الطرف المعني.
