11. On 4 December 2008 in Helsinki, the Ministers for Foreign Affairs of the Republic of Armenia and the Republic of Azerbaijan met with the OSCE Minsk Group Co-Chairs on the margins of the OSCE Ministerial Council.
11 - وفي هيلسنكي، في 4 كانون الأول/ديسمبر 2008، اجتمع وزيرا خارجية جمهورية أرمينيا وجمهورية أذربيجان مع الرؤساء المشاركين لمجموعة منسك التابعة لمنظمة الأمن والتعاون في أوروبا على هامش اجتماع المجلس الوزاري للمنظمة.

It is notable that the Azerbaijani child was shot dead three days after the meeting between the Presidents of the Republic of Armenia and the Republic of Azerbaijan, held in Sochi on 5 March 2011, at the invitation of the President of the Russian Federation, to pursue the dialogue between the parties on the settlement of the conflict.
والجدير بالذكر أن الطفل الأذربيجاني قتل رميا بالرصاص بعد ثلاثة أيام من الاجتماع الذي انعقد بين رئيسي جمهورية أرمينيا وجمهورية أذربيجان في سوتشي في 5 آذار/مارس 2011، بدعوة من رئيس الاتحاد الروسي، لمواصلة الحوار بين الطرفين من أجل تسوية النزاع.

On 6 April 1993, the President of the Security Council made a statement in which the Security Council expressed " its serious concern at the deterioration of relations between the Republic of Armenia and the Republic of Azerbaijan ... " (S/25539).
ففي ٦ نيسان/ابريل ١٩٩٣ ، أصدر رئيس مجلس اﻷمن بيانا جاء فيه أن مجلس اﻷمن " يعرب... عن قلقه البالغ إزاء تدهور العلاقات بين جمهورية أرمينيا وجمهورية أذربيجان ... " . )S/25539(

The Azerbaijani Republic also reiterates its full support for the activities of the OSCE aimed at achieving a peaceful solution to the conflict in and around the Nagorny Karabakh region of the Azerbaijani Republic and to alleviating remaining tensions between the Republic of Armenia and the Azerbaijan Republic pursuant to Security Council resolutions 822 (1993), 853 (1993), 874 (1993) and 884 (1993).
وتكرر الجمهورية اﻷذربيجانية مجددا تأييدها التام لﻷنشطة التي تضطلع بها منظمــة اﻷمــن والتعاون في أوروبا والتي تستهدف تحقيق حل سلمــي للصــراع في منطقة ناغورني - كاراباخ وفيما حولها التابعة لجمهورية أذربيجان والتخفيف من التوترات المتبقية بين جمهورية أرمينيا وجمهورية أذربيجان وفقا لقرارات مجلــس اﻷمن ٨٢٢ )١٩٩٣( و ٨٥٣ )١٩٩٣(، و ٨٧٤ )١٩٩٣( و ٨٨٤ )١٩٩٣(.

" The Security Council expresses its serious concern at the deterioration of relations between the Republic of Armenia and the Azerbaijani Republic and at the tensions between them.
" يعرب مجلس اﻷمن عن قلقه الشديد إزاء تدهور العلاقات بين جمهورية أرمينيا وجمهورية أذربيجان والتوترات القائمة بينهما.

29. Since (in the early days of the Nagorny Karabakh conflict) threats of military intervention seem to have been made by third States on behalf of both the Republic of Armenia and the Republic of Azerbaijan, it is appropriate to consider the legal implications of such a potential intervention.
29 - نظرا إلى ما صدر عن دول أخرى (في الأيام الأولى من نزاع ناغورني كاراباخ) من تهديدات بالتدخل العسكري بالنيابة عن كل من جمهورية أرمينيا وجمهورية أذربيجان()، من المناسب النظر في التبعات القانونية لهذه التدخلات المحتملة.

On 30 April 1993, after the seizure of the Kelbajar district of Azerbaijan by the armed forces of Armenia, the Security Council adopted resolution 822 (1993), in which it expressed " its serious concern at the deterioration of the relations between the Republic of Armenia and the Republic of Azerbaijan " .
وفي ٣٠ نيسان/أبريل ١٩٩٣، وبعد استيلاء القوات المسلحة اﻷرمينية على منطقة كيلبدجار اﻷذربيجانية، أصدر مجلس اﻷمن القرار ٨٢٢ )١٩٩٣( الذي جاء فيه أن المجلس " يعرب عن بالغ قلقه لتدهور العلاقات بين جمهورية أرمينيا وجمهورية أذربيجان " .

وإنّي ألفت انتباهكم بشكل خاص إلى كون هذه الجريمة البشعة اقتُرفت بعد ثلاثة أيام فقط من الاجتماع الذي عُقد في سوشي في 5 آذار/مارس 2011 بين رئيسي جمهورية أرمينيا وجمهورية أذربيجان بدعوة من رئيس الاتحاد الروسي من أجل مواصلة الحوار بين الطرفين لتسوية النزاع.
