7. The Committee accordingly, in the interest of mankind, calls upon all States, whether parties to the Covenant or not, to take urgent steps, unilaterally and by agreement, to rid the world of this menace.
7- وتبعا لذلك، فان اللجنة تناشد، باسم الإنسانية، جميع الدول، سواء أكانت أطرافا في العهد أم لم تكن، أن تتخذ خطوات عاجلة من جانب واحد وبالاتفاق مع غيرها من أجل تخليص العالم من هذا الخطر.

These comments should also be of interest to other States, especially those preparing to become parties to the Covenant and thus to strengthen cooperation in the universal promotion and protection of human rights. " 21/
كما ينبغي أن تحظى هذه التعليقات باهتمام الدول اﻷخرى، وخاصة تلك التي تستعد لكي تصبح أطرافا في العهد ومن ثم تعزيز التعاون على الترويج العالمي لحقوق اﻹنسان وحمايتها " )٢١(.

To the extent that sanctions are imposed on States which are not parties to the Covenant, the same principles would in any event apply given the status of the economic, social and cultural rights of vulnerable groups as part of general international law, as evidenced, for example, by the near-universal ratification of the Convention on the Rights of the Child and the status of the Universal Declaration of Human Rights.
وبقدر ما يتعلق اﻷمر بالجزاءات المفروضة على دول ليست أطرافا في العهد فإن المبادئ نفسها تطبق على أية حال، مع مراعاة حالة الحقوق الاقتصادية والاجتماعية والثقافية للفئات الضعيفة، كجزء من القانون الدولي العام، كما يدل على ذلك - مثلاً - التصديق شبه العالمي على اتفاقية حقوق الطفل، وحالة اﻹعلان العالمي لحقوق اﻹنسان.
