I have the honour of speaking today on behalf of the States members of the Caribbean Community (CARICOM) that are parties to the Rome Statute of the International Criminal Court (ICC).

The Court is seized of five situations. The situations in Uganda, the Democratic Republic of the Congo and the Central African Republic were each previously referred to the Court by those States, themselves parties to the Rome Statute.
وهناك خمس حالات تنظر فيها المحكمة، منها الحالات في أوغندا وجمهورية الكونغو الديمقراطية وجمهورية أفريقيا الوسطى التي أُحيلت من قبل إلى المحكمة كلّ على حدة من جانب تلك الدول، وهي نفسها أطراف في نظام روما الأساسي.

In order that impunity should at last be ended worldwide, States which were not yet parties to the Rome Statute should accede to it as soon as possible and those which were already parties should adopt the legal provisions necessary for its implementation. Those in need of technical assistance should receive it.
3 - وبغية وضع حد نهائي لظاهرة الإفلات من العقاب في العالم، يتعين على الدول التي ليست أطراف في نظام روما الأساسي أن تنضم إليه في أقرب وقت ممكن ويتعين على الدول الأطراف فيه أن تعتمد النصوص التشريعية اللازمة لتطبيقه؛ وينبغي توفير المساعدة التقنية للبلدان التي تكون بحاجة إليها.

:: The reduction in the number of Security Council members who are also parties to the Rome Statute expected for 2012 (from 10 to 6 or 7) might have a negative impact on the Security Council's willingness to support the Court with the existing referrals.
