Canada's interpretation of the paragraph was that it simply encouraged WTO members to consider the manner in which they implemented the TRIPS Agreement but in no way instructed them on the substantive implementation of the Agreement.

11. Cuba considers that the unilateral nature and extraterritorial, coercive scope of the above-mentioned Acts are contrary to the obligations assumed by members of the World Trade Organization to bring their trade legislation and practices into line with the letter and spirit of the regulations governing international trade relations.
١١ - وترى كوبا أن نطاق القوانين اﻵنفة الذكر القسري واﻷحادي الطابع والذي يتخطى الحدود اﻹقليمية يتعارض مع الالتزامات التي أخذتها أعضاء منظمة التجارة العالمية على نفسها بالتوفيق بين تشريعاتها وممارساتها بين القوانين الناظمة للعلاقات التجارية اﻷولية نصا وروحا.

WTO members are also urged to adopt measures to improve market access for cotton and cotton-derived products.

If an elaborate negotiating process was no longer an option, could members settle for something that was less than dealing with the mandate in its entirety while preserving their chances for a symmetrical and neutral outcome? The view was expressed that the WTO members should not be negotiating about goals and objectives because that would add additional hurdles.
وفي حال ما إذا لم تَعُد عملية تفاوضية متقنة تشكل خياراً مطروحاً، هل يكون بإمكان الأعضاء أن يقبلوا بشيء أقل من التعامل مع الولاية برمتها مع الحفاظ في الوقت ذاته على فرصهم في حصيلة تناظرية ومحايدة؟ وارتُئي ألا يتفاوض أعضاء منظمة التجارة العالمية على الأهداف والغايات لأن ذلك سيقيم عقبات إضافية.

Therefore, we urge the members of WTO to continue to negotiate on the basis of those mandates.
