The CCPR Committee also noted that despite its negative formulation ( " shall not be denied " ), article 27 requires a State party to adopt positive measures that will protect not only against the acts of the State party itself, but also against the acts of third persons within the State party.
وقد أشارت اللجنة المعنية بالعهد الدولي الخاص بالحقوق المدنية والسياسية أيضاً إلى أن المادة 27 رغم صياغتها السلبية ( " لا يجوز.. أن يُحرم " ) فإنها تقتضي من الدول الأطراف اعتماد تدابير إيجابية تحمي ليس من أفعال الدولة الطرف نفسها فحسب وإنما من أفعال الأطراف الثالثة داخلها أيضاً.

Finally, the Committee has emphasized that article 27 requires State parties to employ " [p]ositive measures of protection [...] against the acts of the State party itself, whether through its legislative, judicial or administrative authorities [...] " .
وأخيراً، أكدت اللجنة أن المادة 27 تقتضي من الدول الأطراف اتخاذ " تدابير إيجابية لصونها [...] ضد أفعال الدولة الطرف نفسها، عن طريق سلطاتها التشريعية أو القضائية أو الإدارية[...] " ().
