These assurances are indeed welcome, most of all to the Afghans themselves who remain concerned that other tensions in the region will draw the attention and support of the international community away from Afghanistan at this critical time.

24. Also urges the Government of Afghanistan to address, with the assistance of the international community, the question of claims for land property through a comprehensive land titling programme, including formal registration of all property and improved security for property rights, and welcomes the steps already taken by the Government of Afghanistan in this regard;
24 - تحث أيضا حكومة أفغانستان على أن تتصدى، بمساعدة من المجتمع الدولي، لمسألة المطالبات المتعلقة بملكية الأراضي من خلال برنامج شامل لإصدار سندات الملكية يشمل التسجيل الرسمي لجميع الممتلكات وتحسين تأمين حقوق الملكية، وترحب بالخطوات التي اتخذتها حكومة أفغانستان في هذا الصدد؛

The Monitoring Team has been in close contact with the Government of Afghanistan in this regard, deploying a staff member to Afghanistan in July and September to support the finalization of the list of individuals on the 1988 (2011) Sanctions List whom the Afghan Government considers reconciled.

13. 12. Acknowledges and encourages the efforts made by the Government of Afghanistan in this respect, and expresses its concern at the harmful consequences of violent and terrorist activities by the Taliban, AlQaida and other extremist and criminal groups for the enjoyment of human rights and for the capacity of the Government to ensure human rights and fundamental freedoms for all Afghans;
27 - تشيد بالجهود التي تبذلها حكومة أفغانستان في هذا الصدد وتشجعها، وتعرب عن قلقها إزاء الآثار الضارة التي تخلفها أعمال العنف والأنشطة الإرهابية التي تقوم بها حركة طالبان وتنظيم القاعدة وغيرهما من الجماعات المتطرفة والإجرامية على التمتع بحقوق الإنسان وعلى قدرة الحكومة على كفالة حقوق الإنسان والحريات الأساسية لجميع الأفغان؛

30. 13. Welcomes also the Government's commitment to develop and implement an effective, inclusive, transparent and sustainable national Peace and Reintegration Programme, stresses the role of the UNAMA in supporting this Programme as mandated in this Resolution, and encourages the international community to assist the efforts of the Government of Afghanistan in this regard including through a Peace and Reintegration Trust Fund;
13 - يرحب أيضا بالتزام الحكومة بوضع وتنفيذ برنامج وطني للسلام وإعادة الإدماج يتسم بالفعالية والشمول والشفافية والاستدامة، ويشدد على دور البعثة في دعم ذلك البرنامج حسب التكليف الوارد في هذا القرار، ويشجع المجتمع الدولي على تقديم المساعدة لجهود حكومة أفغانستان في هذا الصدد، بسبل منها إنشاء صندوق استئماني للسلام وإعادة الإدماج؛

7. Reminds all Afghan parties of their commitment to the Bonn Agreement3 and the Berlin Declaration,4 and calls for the full respect of the human rights and fundamental freedoms of all, without discrimination of any kind, including on the basis of gender, ethnicity or religion, in accordance with obligations under the Afghan Constitution and international law, and commends the commitment of the Government of Afghanistan in this respect;
7 - تذكر كافة الأطراف الأفغانية بالتزامها باتفاق بون(3) وبإعلان برلين(4)، وتدعو إلى الاحترام التام لحقوق الإنسان والحريات الأساسية للجميع دون أي نوع من أنواع التمييز، بما في ذلك التمييز على أساس الجنس أو العرق أو الدين، وفقا للالتزامات المنصوص عليها في الدستور الأفغاني والقانون الدولي، وتثني على التزام حكومة أفغانستان في هذا الصدد؛

Given the fragile ground situation in Afghanistan at this time,the United Nations remains the only hope for facilitating and consolidating the much needed national reconciliation of the Afghan people.
ونظرا للحالة الهشة علـــى اﻷرض فـــي أفغانستان في هذا الوقت، تبقى اﻷمم المتحدة اﻷمل الوحيد في تيسير وتعزيز المصالحة الوطنية التي تمس حاجة الشعب اﻷفغاني اليها.

We are therefore particularly pleased to express our deepest gratitude to Secretary-General Kofi Annan and his Special Representative Ambassador Lakhdar Brahimi, for their consistent and continued efforts in supporting Afghanistan at this critical juncture of Afghan history.
