1. Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in General Assembly resolution 1514 (XV) is not yet complete as long as there remain Non-Self-Governing Territories that still have to exercise their right to self-determination;
١ - بأن تنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة الوارد في قرار الجمعية العامة ١٥١٤ )د - ١٥( لم يكتمل بعد، ما دامت هناك أقاليم غير متمتعة بالحكم الذاتي لم تمارس بعد حقها في تقرير المصير؛

(a) Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in General Assembly resolution 1514 (XV) is not yet complete as long as there remain Non-Self-Governing Territories that still have to exercise their right to self-determination;
(أ) تنفيذ إعلان منح الاستقلال للبلدان والشعــــوب المستعمرة الوارد في قرار الجمعية العامة 1514 (د - 15) لم يكتمل بعد ما دامت هناك أقاليم غير متمتعة بالحكم الذاتي لم تمارس بعد حقها في تقرير المصير؛

The Government of the United Kingdom, the administering power in Gibraltar, has recently announced a comprehensive review of policy in relation to its remaining non self governing territories, or dependent territories.
وقد أعلنت مؤخرا حكومة المملكة المتحدة، وهي الدولة القائمة باﻹدارة في جبل طارق، أنها ستقوم بمراجعة شاملة للسياسة فيما يتعلق بما تبقى لها من أقاليم غير متمتعة بالحكم الذاتي أو أقاليم تابعة.

Moreover, the United States cannot agree with the implication in the draft resolution that the mere presence of military activities and bases in the Non-Self-Governing Territories is harmful to the rights and interests of the people of the Territories.

Note also the recognition that dependency status will, inevitably, come to an end, which is subtly implied in the description of dependent territories as being not merely " Non-Self-Governing " but as " not yet " having attained self-government - I emphasize " not yet " .

The Working Group had met for the first time prior to the holding in Grenada, in December 1992, of the fourteenth session of CDCC and was composed of the Non-Self-Governing Territories and self-governing Territories that were already independent and, for that reason, did not fall within the purview of the Fourth Committee.
