The present report is submitted pursuant to General Assembly resolution 61/171, in which the Assembly reaffirmed that any measure taken to combat terrorism must comply with States' obligations under international law, in particular human rights, refugee and humanitarian law.
يُقدّم هذا التقرير عملا بقرار الجمعية العامة 61/171 الذي أكّدت فيه الجمعية العامة مجددا أنه يتعين على الدول أن تكفل امتثال أية تدابيـر تتخذها لمكافحة الإرهاب لالتزاماتها بموجب القانون الدولي، لا سيما القانون الدولي لحقوق الإنسان وقانون اللاجئين الدولي والقانون الإنساني الدولي.

The attention of the Commission was drawn to the provisions of section VI of General Assembly resolution 45/248 B of 21 December 1990, in which the Assembly reaffirmed that the Fifth Committee was the appropriate Main Committee of the Assembly entrusted with responsibilities for administrative and budgetary matters, and reaffirmed the role of the Advisory Committee on Administrative and Budgetary Questions.
4- واستُرعي انتباه اللجنة إلى أحكام الباب السادس من قرار الجمعية العامة 45/248 باء المؤرخ 21 كانون الأول/ديسمبر 1990، الذي أكّدت فيه الجمعية العامة من جديد أن اللجنة الخامسة هي اللجنة الرئيسية المناسبة، من بين لجان الجمعية العامة المعهود إليها بالمسؤولية عن المسائل الإدارية ومسائل الميزانية، وأكّدت فيه مجددا دور اللجنة الاستشارية لشؤون الإدارة والميزانية.

The attention of the Commission was drawn to the provisions of section VI of General Assembly resolution 45/248 B of 21 December 1990, in which the Assembly reaffirmed that the Fifth Committee was the appropriate Main Committee of the Assembly entrusted with responsibilities for administrative and budgetary matters, and reaffirmed the role of the Advisory Committee on Administrative and Budgetary Questions.
6- واستُرعي انتباه اللجنة إلى أحكام الباب السادس من قرار الجمعية العامة 45/248 باء المؤرخ 21 كانون الأول/ديسمبر 1990، الذي أكّدت فيه الجمعية العامة من جديد أن اللجنة الخامسة هي اللجنة الرئيسية المناسبة، من بين لجان الجمعية العامة المعهود إليها بالمسؤولية عن المسائل الإدارية ومسائل الميزانية، وأكّدت فيه مجددا دور اللجنة الاستشارية لشؤون الإدارة والميزانية.

Recalling General Assembly resolution 57/270 B of 23 June 2003, in which the Assembly emphasized that the United Nations system had an important responsibility to assist Governments to stay fully engaged in the follow-up to and implementation of agreements and commitments reached at the major United Nations conferences and summits,
وإذ يستذكر قرار الجمعية العامة 57/270 باء المؤرخ 23 حزيران/يونيه 2003، الذي أكّدت فيه الجمعية العامة على أن منظومة الأمم المتحدة تتحمل مسؤولية هامة في مساعدة الحكومات على أن تظلّ تشارك مشاركة تامة في متابعة وتنفيذ الاتفاقات والالتزامات التي يتم التوصل إليها في المؤتمرات الرئيسية ومؤتمرات القمة التي تعقدها الأمم المتحدة،

8- ويُوجَّه انتباه المؤتمر إلى أن أحكام الباب السادس من قرار الجمعية العامة 45/248 باء، الذي أكّدت فيه الجمعية العامة من جديد أن اللجنة الخامسة هي اللجنة الرئيسية المناسبة من بين لجان الجمعية العامة المعهود إليها بالمسؤولية عن المسائل الإدارية ومسائل الميزانية، وأكّدت فيه مجددا دور اللجنة الاستشارية لشؤون الإدارة والميزانية.
