In his report, he had sought to classify and analyse the activities of mercenaries of which he had become aware during the exercise of his mandate, with a view to proposing to the General Assembly a more precise legal definition of mercenaries and of the nature and scope of their activities.

The historical record, the complaints which have been submitted and the cases of mercenary activity which have been analysed by the Special Rapporteur show that the mercenary is an expert in warfare and in the illicit or even criminal activities for which he is hired and receives a considerable sum of money.

The Commission welcomed the report of the Special Rapporteur on the question of the use of mercenaries as a means of impeding the exercise of the right of peoples to self-determination and requested the Office of the High Commissioner to publicize the adverse effects of mercenary activities on the right of peoples to self-determination and to assist affected States as requested.
ورحبت اللجنة بتقرير المقرر الخاص المعني بمسألة استخدام المرتزقة كوسيلة لإعاقة ممارسة حق الشعوب في تقرير المصير وطلبت إلى المفوضية أن تعرِّف بآثار أنشطة المرتزقة التي تلحق الضرر بحق الشعوب في تقرير المصير، وأن تقدم المساعدة إلى الدول المتضررة، عند الطلب.

97. Commission on Human Rights resolution 2001/3, adopted on 6 April 2001 at its fiftyseventh session, provides confirmation of the concern of the United Nations at the existence of mercenary activities that threaten the right of peoples to self-determination and their effective enjoyment of human rights.
97- يؤكد قرار لجنة حقوق الإنسان 2001/3، الذي اتخذته اللجنة في 6 نيسان/أبريل 2001 في دورتها السابعة والخمسين، قلق الأمم المتحدة إزاء أنشطة المرتزقة التي تهدد حق الشعوب في تقرير المصير وحقها في التمتع الفعلي بحقوق الإنسان.

Understanding the legal and other mechanisms in place nationally, regionally and internationally to monitor the activities of mercenaries who violate human rights and impede the exercise of the right of peoples to self-determination.
:: فهم الآليات القانونية والآليات الأخرى المطبقة وطنياً وإقليمياً ودولياً لرصد أنشطة المرتزقة التي تنتهك حقوق الإنسان وتعوق ممارسة حق الشعوب في تقرير مصيرها.

6. The Commission requested all States to exercise the utmost vigilance against any kind of mercenary activity promoted by private companies offering international military consultancy and security services, as well as to impose a ban on such companies' intervening in armed conflicts or actions to destabilize constitutional regimes.
6 - وطلبت لجنة حقوق الإنسان إلى جميع الدول أن تتوخى أقصى درجات اليقظة إزاء جميع أنواع أنشطة المرتزقة التي تروج لها شركات خاصة تعرض خدمات دولية للمشورة العسكرية والأمن، وأن تحظر تدخُّل مثل تلك الشركات في الصراعات المسلحة أو في عمليات ترمي لزعزعة استقرار الحكومات الشرعية.
