90- ورئي كذلك أن التقدم العلمي والتكنولوجي والاستغلال التجاري للفضاء الخارجي والمسائل القانونية المستجدة وازدياد استخدام الفضاء الخارجي بوجه عام، أمور تحتّم على اللجنة الفرعية القانونية النظر في مسألة تعريف الفضاء الخارجي وتعيين حدوده.

6 - وهناك إدراك واسع الآن أن التقدم العلمي والتكنولوجي لا يقتصر على إمكانية تحقيق فوائد بيئية (عن طريق الاستمطار الاصطناعي، مثلا، ومنع عواصف البَرِد، وتبديد الضباب، وتحييد القوة التدميرية للأعاصير والأعاصير الاستوائية)، إذ هو يتعداها إلى إمكانية استخدام تقنيات التغيير البيئي في الأغراض العسكرية أيضا.
