It was observed that the Special Committee on Peacekeeping Operations, which had held a productive session from 11 February to 10 March 2000, was the only forum in the United Nations to review the whole question of peacekeeping operations in all their aspects, including legal aspects.

Concerning subparagraph 4 (b), several delegations maintained that the Special Committee on the Charter, as an expert legal body, was mandated to deal with the legal aspects and elements of issues which might also be on the agenda of certain other bodies and that its work in this respect was complementary and not duplicative.
