Those delegations believed that the Legal Subcommittee should continue to encourage States, particularly those States with increasing space activities, to seriously consider adhering to the treaties.

The view was expressed that the Legal Subcommittee should consider the relevance of a possible revision of the Principles Relevant to the Use of Nuclear Power Sources in Outer Space and gather as much information as possible on that matter.
96- وأُعرب عن رأي مفاده أن اللجنة الفرعية القانونية ينبغي لها أن تنظر في الجدوى من احتمال تنقيح المبادئ المتصلة باستخدام مصادر القدرة النووية في الفضاء الخارجي وأن تجمع ما أمكن من معلومات عن هذا الموضوع.

6. Notes that the Legal Subcommittee, at its fortieth session, will submit its proposals to the Committee for new items to be considered by the Subcommittee at its forty-first session, in 2002;

The same delegations also expressed the view that the Legal Subcommittee could begin to define preliminary parameters of a possible legal framework for space debris without prejudging the results of the work of the Scientific and Technical Subcommittee.
وأعربت تلك الوفود نفسها عن رأي مفاده أن اللجنة الفرعية القانونية تستطيع أن تبدأ بتحديد معالم معيارية أولية ﻹطار عمل قانوني ممكن بشأن الحطام الفضائي. من دون استباق الحكم على نتائج أعمال اللجنة الفرعية العلمية والتقنية.

The Committee noted with satisfaction that the Legal Subcommittee had been provided with reports from various international organizations on their activities relating to space law and endorsed the agreement by the Legal Subcommittee that the Secretariat should again invite international organizations to provide reports to the Subcommittee at its forty-fourth session, in 2005.
158- ولاحظت اللجنة بارتياح أن اللجنة الفرعية القانونية كانت قد زُوّدت بتقارير من مختلف المنظمات الدولية عن أنشطتها فيما يتعلق بقانون الفضاء، وأقرّت اتفاق اللجنة الفرعية القانونية على أن تدعو الأمانة المنظمات الدولية مرة أخرى أن تزوّد اللجنة الفرعية بالتقارير في دورتها الرابعة والأربعين في عام 2005.

The Committee noted that the Legal Subcommittee, at its forty-third session, had been informed that the recommendations of COMEST would be revised in order to develop more specific and concrete proposals.
160- ولاحظت اللجنة أن اللجنة الفرعية القانونية أُخبرت، في دورتها الثالثة والأربعين، بأن توصيات اللجنة العالمية ستنقّح بهدف وضع اقتراحات أدق وملموسة.

The Committee noted that the Legal Subcommittee had considered the question of the appropriateness of the United Nations serving as the supervisory authority under the future protocol and that consensus regarding that critical question could not be reached.
216- ولاحظت اللجنة أن اللجنة الفرعية القانونية نظرت في مسألة مدى سلامة اضطلاع الأمم المتحدة بدور السلطة الإشرافية بموجب البروتوكول المقبل وأنه لم يتسن التوصل إلى توافق آراء حول تلك المسألة الحرجة.

The view was expressed that the Legal Subcommittee could consider the question of a possible revision of the Principles and that if such a review was undertaken, the Subcommittee would benefit from the experience of IAEA and those States that had already developed relevant legislative norms.
77- وأبدي رأي مفاده أن اللجنة الفرعية القانونية يمكنها أن تنظر في مسألة إمكان تنقيح المبادئ، وأنها يمكن أن تستفيد من تجربة الوكالة الدولية للطاقة الذرية والدول التي سبق لها أن وضعت قواعد تشريعية في هذا المجال إذا ما اضطلعت بهذا التنقيح.

109. The Committee noted that the Legal Subcommittee (ibid., para. 26) had agreed that, at the present time, revision of the Principles was not warranted and therefore it did not open discussion of that item during the session.

14. He considered that the Legal Subcommittee had made good progress at its thirty-fourth session on the legal aspects of the principle that the exploration and utilization of outer space should be for the benefit of all States, particularly the developing countries (Working Group on item 5).
١٤ - وأضاف أنه يرى أن اللجنة الفرعية القانونية قد أحرزت تقدما طيبا في دورتها الرابعة والثلاثين بشأن الجوانب القانونية للمبدأ القاضي بأنه ينبغي أن يعود استكشاف الفضاء الخارجي واستخدامه بالفائدة على جميع الدول، وبصفة خاصة البلدان النامية )الفريق العامل المعني بالبند ٥(.

The Legal Subcommittee recalled that the General Assembly, in its resolution 57/116, had noted that the Subcommittee, at its forty-second session, would submit its proposals to the Committee on the Peaceful Uses of Outer Space for new items to be considered by the Subcommittee at its forty-third session, in 2004.
135- استذكرت اللجنة الفرعية القانونية أن الجمعية العامة لاحظت في قرارها 57/116 أن اللجنة الفرعية القانونية سوف تقدم في دورتها الثانية والأربعين مقترحاتها إلى لجنة استخدام الفضاء الخارجي في الأغراض السلمية بشأن بنود جديدة لكي تنظر فيها اللجنة الفرعية إبّان دورتها الثالثة والأربعين في عام 2004.
