4 - وإذ يؤكد المؤتمر من جديد أن معاهدة الحظر الشامل للتجارب تحد من تطوير الأسلحة النووية وتحسين نوعيتها، فإنه يعيد التأكيد على أن المعاهدة تكافح الانتشار النووي على المستويين الأفقي والرأسي.

Indeed, we fully agree with the view that a CTBT constitutes the litmus test for the willingness of States to halt the nuclear-arms race and to pursue nuclear disarmament.
