In this respect, we can affirm, and congratulate ourselves, that the Treaty of Tlatelolco has fulfilled its purpose of eradicating from its zone of application the threat of nuclear weapons.
ونستطيع أن نؤكد في هذا الصدد أن معاهدة تلاتيلولكو حققت الغرض من وجودها وهو القضاء على تهديد اﻷسلحة النووية في رقعة تطبيقها.

It should also be emphasized that the Treaty of Tlatelolco recognizes that nuclear-weapon-free zones are not an end in themselves, but rather a means to achieve the subsequent stage: general and complete disarmament.

10. They emphasized that the Treaty of Tlatelolco and OPANAL have served as a political, legal and institutional model for the establishment of other nuclear-weapon-free zones in different areas of the world.
10 - وشددوا على أن معاهدة تلاتيلولكو ووكالة حظر الأسلحة النووية في أمريكا اللاتينية ومنطقة البحر الكاريبي شكلتا مرجعاً سياسياً وقانونياً ومؤسسياً استُند إليه في إنشاء مناطق خالية من الأسلحة النووية الأخرى في مناطق مختلفة من العالم.

5. Uruguay believes that the Treaty of Pelindaba, which declares the African continent to be a nuclear-weapon-free zone, is one of the specific steps that have been taken with a view to making the entire South Atlantic region a non-nuclear zone, given the fact that the Treaty of Tlatelolco and the Antarctic Treaty (and now the Treaty of Pelindaba) are already in force.
٥ - وتعتقد أوروغواي أن معاهدة بليندابا، التي تعلن القارة اﻷفريقية منطقة خالية من اﻷسلحة النووية، تمثل إحدى الخطوات المحددة التي اتخذت بغية جعل منطقة جنوب المحيط اﻷطلسي بأكملها منطقة خالية من اﻷسلحة النووية، نظرا إلى أن معاهدة تلاتيلولكو ومعاهدة أنتاركتيكا )ومعاهدة بليندابا اﻵن( نافذة المفعول فعلا.

It is a source of immense satisfaction to CARICOM States that the Treaty of Tlatelolco now commands universal adherence in Latin America and the Caribbean, and CARICOM looks forward to the convening of the eighteenth session of the General Conference of OPANAL, to be held in Havana, Cuba, in November of this year.
ومما يدعو إلى ارتياح دول الجماعة الكاريبية الشديد أن معاهدة تلاتيلولكو تحظى الآن بانضمام كل دول أمريكا اللاتينية ومنطقة البحر الكاريبي إليها، وتتطلع الجماعة إلى عقد الدورة الثامنة عشرة للمؤتمر العام لوكالة حظر الأسلحة النووية في أمريكا اللاتينية ومنطقة البحر الكاريبي في هافانا، كوبا، في تشرين الثاني/نوفمبر من هذا العام.
