1. Article 24, paragraph 2, of the United Nations Convention to Combat Desertification (UNCCD) states that the Conference of the Parties (COP) shall establish and maintain a roster of independent experts with expertise and experience in fields relevant to combating desertification and mitigating the effects of drought.
أولاً - معلومات أساسية 1- تنص الفقرة 2 من المادة 24 من اتفاقية الأمم المتحدة لمكافحة التصحر على أن يقوم مؤتمر الأطراف بوضع وتحديث قائمة بأسماء خبراء مستقلين من ذوي الخبرة الفنية والتمرس في الميادين ذات الصلة بمكافحة التصحر وتخفيف آثار الجفاف.

Recalling that paragraph 6 of article 18 of the Convention provides that the Conference of the Parties shall, at its first meeting, establish a subsidiary body to be called the Chemical Review Committee, for the purposes of performing the functions assigned to that Committee by the Convention,

Background: Article 7, paragraph 2 (k), of the Convention specifies that the COP " shall agree upon and adopt, by consensus, rules of procedure ... for itself and for any subsidiary bodies " .

Article 16 of the Convention requires that the Conference of the Parties (COP) periodically review the effectiveness of the Convention: this review will enable the COP to assess whether Convention requirements are adequate.

Also decides that the Conference of the Parties at its twelfth meeting will evaluate the performance and sustainability of all the Basel Convention regional and coordinating centres.

1. Article 18, paragraph 6, of the Rotterdam Convention states that: " The Conference of the Parties shall, at its first meeting, establish a subsidiary body called the Chemical Review Committee for the purposes of performing the functions assigned to the Committee by this Convention. "

Recalling further that, in paragraph 6 (b) of article 18, the Convention provides that the Conference of the Parties shall decide on the terms of reference, organization and operation of the Chemical Review Committee,

Article 17 of the Stockholm Convention on Persistent Organic Pollutants stipulates that the Conference of the Parties of the Convention shall, as soon as practicable, develop and approve procedures and institutional mechanisms for determining non-compliance with the provisions of the Convention and for treatment of Parties found to be in non-compliance.
1 - تنص المادة 17 من اتفاقية استكهولم بشأن الملوثات العضوية الثابتة على أن يقوم مؤتمر الأطراف في أقرب وقت ممكن عملياً بوضع واعتماد تدابير وآليات مؤسسية لتحديد عدم الامتثال لأحكام هذه الاتفاقية ولمعاملة الأطراف التي يثبت عدم امتثالها.

It was noted that article 17 of the Stockholm Convention provided that the Conference of the Parties would develop and approve procedures and institutional mechanisms for determining non-compliance " as soon as practicable " . Some representatives stated that the Committee should focus efforts during the interim period on activities that would facilitate the implementation of the Convention and its speedy entry into force.

Also decides that the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol will review, and if necessary revise, the level and structure of these fees at its seventh session, on the basis of the recommendations of the Joint Implementation Supervisory Committee included in its annual report;
