The history of Europe in this century shows that we can overcome hatred and mistrust.

The robust European consensus on those values is demonstrated by the accumulated and increasingly focused instruments of the Council of Europe in this sphere, including the European Convention on Human Rights and the European Court of Human Rights, as well as a long list of other European conventions and recommendations.

Border Guard activities dealing with preventing and combating terrorist threat are in line with UN resolution, as well as declaration and programs of the EU, Council of Europe, OSCE in this sphere.
تتماشى أنشطة الحرس الوطني المختصة بمنع ومكافحة التهديدات الإرهابية مع قرار الأمم المتحدة، وكذلك مع إعلان وبرامج الاتحاد الأوروبي ومجلس أوروبا، ومنظمة الأمن والتعاون في أوروبا في هذا المجال.

١٦ - تؤيد كل التأييد اﻷنشطة التي تضطلع بها منظمة اﻷمن والتعاون في أوروبا لتحقيق حل سلمي للنزاع في منطقة ناغورني كاراباخ وما حولها في أذربيجان، وترحب بالتعاون بين اﻷمم المتحدة ومنظمة اﻷمن والتعاون في أوروبا في هذا الصدد؛

12. Notes the important role of the United Nations Development Programme and the Council of Europe in supporting good local democratic governance, and encourages a deepening of the cooperation following the signature in February 2010 of the memorandum of understanding between the United Nations Development Programme Regional Bureau for Europe and the Commonwealth of Independent States and the Council of Europe in this field;
14 - تلاحظ الدور الهام لبرنامج الأمم المتحدة الإنمائي ومجلس أوروبا في دعم الحكم الديمقراطي المحلي الرشيد، وتشجع على تعميق التعاون إثر التوقيع في شباط/فبراير 2010 على مذكرة التفاهم بين المكتب الإقليمي لأوروبا التابع لبرنامج الأمم المتحدة الإنمائي ورابطة الدول المستقلة ومجلس أوروبا في هذا المجال؛

7. Calls for a comprehensive inquiry by countries of destination into the very troubling allegations that sinking vessels carrying migrants and asylum-seekers fleeing the recent events in North Africa were abandoned to their fate despite the ability of European ships in the vicinity to rescue them, and welcomes the call made by the Council of Europe in this regard on 9 May 2011;
7- يدعو إلى إجراء تحقيق شامل من جانب بلدان المقصد في الادعاءات التي تثير قلقاً بالغاً ومفادها أن سفناً تحمل على متنها مهاجرين وملتمسي لجوء فارّين من الأحداث الأخيرة في شمال أفريقيا قد تُركت لمصيرها وهي تغرق على الرغم من قدرة سفن أوروبية كانت قريبة منها على إنقاذ الغارقين، ويرحب بالنداء الموجّه من مجلس أوروبا في هذا الصدد في 9 أيار/مايو 2011؛

Always with regard to the death penalty, San Marino is a party to the Second Optional Protocol to the International Covenant on Civil and Political Rights, aimed at abolishing the death penalty, and to the main regional instruments of the Council of Europe in this field, namely, Protocols No. 6 and No. 13 to the ECHR.
84- وفيما يتعلق دائماً بعقوبة الإعدام، فإن سان مارينو طرف في البروتوكول الاختياري الثاني للعهد الدولي الخاص بالحقوق المدنية والسياسية، الرامي إلى إلغاء عقوبة الإعدام، وفي الصكوك الإقليمية الرئيسية لمجلس أوروبا في هذا المجال، لا سيما البروتوكولان رقم 6 ورقم 13 الملحقان بالاتفاقية الأوروبية لحماية حقوق الإنسان والحريات الأساسية.

While we highly appreciate the operational activities of the OSCE in this regard, we do attach equal importance to the conceptual work being carried out within the OSCE.
ولئن كنا نقدر عاليا اﻷنشطة العملية التي تضطلع بها منظمة اﻷمن والتعاون في أوروبا في هذا الصدد، فإننا نعلق نفس القدر من اﻷهمية على العمل المفاهيمي المضطلع به ضمن منظمة اﻷمن والتعاون في أوروبا.

The approach agreed upon between the High Commissioner for Human Rights and OSCE in this respect is meant to serve these objectives.
والنهج المتفق عليه بين المفوض السامي لحقوق اﻹنسان ومنظمة اﻷمن والتعاون في أوروبا في هذا الصدد يُقصد به العمل على تحقيق هذه اﻷهداف.

18. In order to strengthen cooperation of the Council of Europe with the OSCE in this field, the Liechtenstein chair convened a high-level coordination meeting in Vaduz on 30 October 2001.
18 - ومن أجل تعزيز التعاون بين مجلس أوروبا ومنظمة الأمن والتعاون في أوروبا في هذا الميدان، نظمت رئاسة ليختنشتاين الاجتماع التنسيقي الرفيع المستوى في فادوز في 30 تشرين الأول/أكتوبر 2001.
