The rights of returnees are fully upheld, in accordance with the provisions of Uzbek law and with the fundamental international human rights instruments, including the Universal Declaration of Human Rights and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, to both of which Uzbekistan is a party.

4.5 As far as the general human rights situation in Uzbekistan is concerned, the State party submits that since Uzbekistan has been a Party to the Convention since 1995, it is assumed that the Committee is well aware of the general human rights situation in this State party.

The Republic of Uzbekistan is a party to multilateral and bilateral treaties on crime control and extradition with a number of CIS member States, including the Russian Federation, Kazakhstan, Tajikistan, Kyrgyzstan, Turkmenistan, Georgia, Azerbaijan and Moldova.

8.4 The State party recalls that Uzbekistan is a party both to the International Covenant on Civil and Political Rights and the Convention against Torture.
8-4 وتذكّر الدولة الطرف بأن أوزبكستان طرف في كل من العهد الدولي الخاص بالحقوق المدنية والسياسية واتفاقية مناهضة التعذيب.

The State party further submits that Uzbekistan is a party to the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the Convention against Torture, therefore the criminal investigation against the complainants will be made according to the Uzbek national law and to its international obligations.

139. " If an international treaty to which the Republic of Uzbekistan is a party establishes provisions other than those provided under penal enforcement law, the provisions of the international treaty shall take precedence " .
139 - " إذا نصت معاهدة دولية جمهورية أوزبكستان طرف فيها على أحكام غير الأحكام المنصوص عليها بمقتضى قانون إنفاذ العقوبات تكون الأسبقية لأحكام المعاهدة الدولية " .

12. Uzbekistan was a party to the Comprehensive Nuclear-Test-Ban Treaty and the Convention on the Physical Protection of Nuclear Material and had signed an Additional Protocol to the Safeguards Agreement with IAEA.
