However, the Special Rapporteur notes that, given the continuous allegations of repeated human rights violations in Iraq despite Iraq's numerous international obligations, the above recommendation of full, public and impartial investigation expressed by the Human Rights Committee could only be carried out by independent, impartial and secure United Nations human rights monitors as recommended by the Special Rapporteur in his previous reports.
بيد أن المقرر الخاص يشير إلى أنه بالنظر إلى الادعاءات المستمرة بحدوث انتهاكات متكررة لحقوق اﻹنسان في العراق رغما عن الالتزامات الدولية العديدة للعراق، فإن التوصية المذكورة أعلاه التي أعربت عنها اللجنة المعنية بحقوق اﻹنسان بشأن إجراء تحقيق كامل وعلني ومحايد لا يمكن أن ينفذها سوى مراقبين لحقوق اﻹنسان تابعين لﻷمم المتحدة يكونون مستقلين ومحايدين وآمنين حسبما أوصى به المقرر الخاص في تقاريره السابقة.

3. Calls upon the Governments concerned not to leave crimes committed again human rights defenders unpunished, to allow and facilitate all necessary inquiry, and to ensure judgement by a civil tribunal and punishment of the perpetrators as well as compensation of the families of the victims, including for killings which occurred a long time ago, as recommended by the Special Rapporteur on the independence of judges and lawyers;
٣- تطلب إلى الحكومات المعنية ألا تترك الجرائم المرتكبة ضد المدافعين عن حقوق اﻹنسان بلا عقاب، وبأن تسمح بكل ما يلزم من تحقيق وتسهله، وأن تؤمن صدور حكم من محكمة مدنية وعقاب المرتكبين فضلا عن تعويض عائلات الضحايا، بما في ذلك عن عمليات القتل التي حدثت منذ وقت طويل، حسبما أوصى به المقرر الخاص المعني باستقلال القضاة والمحامين؛

4.
