1. Any dispute between two or more States Parties concerning the interpretation or application of this Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration.
١ - أي نزاع ينشأ بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير هــذه الاتفاقيــة أو تطبيقها ولا يتم تسويته عن طريق التفاوض، يعرض للتحكيم بناء على طلب أي منها.

" 1. Any dispute between two or more States Parties concerning the interpretation or application of this Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration.
" ١ - أي نزاع ينشأ بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير هذه الاتفاقية أو تطبيقها ولا يتم تسويته عن طريق التفاوض، يعرض للتحكيم بناء على طلب أي منها.

1. Any dispute between two or more States Parties concerning the interpretation of application of this Convention shall be settled by negotiation.
١ - يتم تسوية أي نزاع ينشأ بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير تطبيق هذه الاتفاقية عن طريق التفاوض.

l. Any dispute between two or more States Parties concerning the interpretation or application of this Convention and its Protocols that cannot be settled through negotiation within a reasonable time [ninety days] shall, at the request of one of those Parties, be submitted to arbitration.
١- اذا نشأ نزاع بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير أو تطبيق هذه الاتفاقية وبروتوكولاتها، وتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة ]تسعين يوما[، وجب تقديمه، بناء على طلب احدى تلك اﻷطراف، الى التحكيم.

2. Any other dispute between two or more States Parties relating to the interpretation or application of this Statute which is not settled through negotiations within three months of their commencement shall be referred to the Assembly of States Parties.
2 - يحال إلى جمعية الدول الأطراف أي نزاع آخر بين دولتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذا النظام الأساسي لا يُسوّى عن طريق المفاوضات في غضون ثلاثة أشهر من بدايته.

l. Any dispute between two or more States Parties concerning the interpretation or application of this Convention that cannot be settled through negotiation within a reasonable time shall, at the request of one of them, be submitted to arbitration.
١ - أي نزاع ينشب بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير وتطبيق هذه الاتفاقية ولا يمكن تسويته عن طريق التفاوض خلال فترة زمنية معقولة يقدم ، بناء على طلب إحداها ، إلى التحكيم .

“1. Any dispute between two or more States Parties concerning the interpretation or application of the provisions of this Convention in respect of a proceeding instituted before the court of one State Party against another State Party shall be settled by the Parties through direct negotiations.
" ١ - في حالة نشوء أي نزاع بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير أو تطبيق أحكام هذه الاتفاقية فيما يتعلق بدعوى مقامة أمام محكمة إحدى الدول اﻷطراف ضد دولة طرف أخرى، يقوم اﻷطراف بتسوية هذا النزاع عن طريق المفاوضات المباشرة.

l. Any dispute between two or more States Parties concerning the interpretation or application of this Protocol that cannot be settled through negotiation within a reasonable time [ninety days] shall, at the request of one of those Parties, be submitted to arbitration.
١- اذا نشأ نزاع بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير أو تطبيق هذا البروتوكول، وتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة ]تسعين يوما[، وجب تقديمه، بناء على طلب احدى تلك اﻷطراف، الى التحكيم.

1. Any dispute between two or more States Parties concerning the interpretation or application of this Protocol that cannot be settled through negotiation within a reasonable time [90 days] shall, at the request of one of those Parties, be submitted to arbitration.
١- اذا نشأ نزاع بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير أو تطبيق هذا البروتوكول، وتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة ]تسعين يوما[، وجب تقديمه، بناء على طلب احدى تلك اﻷطراف، الى التحكيم.

l. Any dispute between two or more States Parties concerning the interpretation or application of this Convention that cannot be settled through negotiation within a reasonable time shall, at the request of one of them, be submitted to arbitration.
١ - أي نزاع ينشب بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير وتطبيق هذه الاتفاقية ولا يمكن تسويته عن طريق التفاوض خلال فترة زمنية معقولة يتعين أن يقدم ، بناء على طلب إحداها ، إلى التحكيم .

The Government of the Kingdom of Morocco does not consider itself bound by the first paragraph of this article, which provides that " any dispute between two or more States Parties concerning the interpretation or application of the present Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration " .
لا تعتبر حكومة مملكة المغرب نفسها ملزمة بالفقرة اﻷولى من هذه المادة التي تنص على أن " أي خلاف بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير الاتفاقية الحالية أو تطبيقها لا يسوى عن طريق التفاوض يرفع للتحكيم بناء على طلب إحداها " .

١ - أي نزاع ينشب بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير وتطبيق هذه الاتفاقية وبروتوكولاتها ويتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة ،رأى بعض الوفود أن تعبير " فترة زمنية معقولة " يتسم بالغموض .

l. Any dispute between two or more States Parties concerning the interpretation or application of this Convention [and its Protocols] that cannot be settled through negotiation within a reasonable time Some delegations were of the view that the term “reasonable time” was ambiguous.
١ - اذا نشأ نزاع بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير وتطبيق هذه الاتفاقية وبروتوكولاتها ، وتعذر تسويته عن طريق التفاوض في غضون فترة زمنية معقولة ،رأى بعض الوفود أن تعبير " فترة زمنية معقولة " يتسم بالغموض .

The Government of the Kingdom of Morocco does not consider itself bound by the first paragraph of this article, which provides that " any dispute between two or more States Parties concerning the interpretation or application of the present Convention which is not settled by negotiation shall, at the request of one of them, be submitted to arbitration " .
لا تعتبر حكومة المملكة المغربية نفسها ملزمة بالفقرة اﻷولى من هذه المادة التي تنص على أن " أي خلاف بين دولتين أو أكثر من الدول اﻷطراف بشأن تفسير الاتفاقية الحالية أو تطبيقها لا يسوى عن طريق التفاوض يرفع للتحكيم بناء على طلب إحداها " .

7 This paragraph provides that “any dispute between two or more States Parties concerning the interpretation or application of this Convention in respect of a proceeding instituted before a court of one of the parties to the dispute against the other party or parties to the dispute shall be submitted to the International Court of Justice on the application of one of the parties to the dispute or by special agreement”.
)٧( تنص هذه الفقرة على أن " يعرض على محكمة العدل الدولية أي نزاع بين طرفين أو أكثر من الدول اﻷطراف بشأن أي تفسير أو تطبيق لهذه الاتفاقية يخص دعوى تقام أمام محكمة أحد طرفي النزاع ضد الطرغ اﻵخر أو اﻷطراف اﻷخرى في النزاع، بناء على طلب أحد أطراف النزاع أو باتفاق خاص " .

1. When a dispute arises between two or more States Parties relating to the interpretation or application of this Convention, the States Parties concerned shall consult together with a view to the expeditious settlement of the dispute by negotiation or by other peaceful means of their choice, including recourse to the Meeting of States Parties and referral to the International Court of Justice in conformity with the Statute of the Court.
1 - عندما ينشأ نزاع بين اثنتين أو أكثر من الدول الأطراف بشأن تفسير أو تطبيق هذه الاتفاقية، تتشاور الدول الأطراف المعنية فيما بينها بغية التعجيل بتسوية النزاع عن طريق التفاوض أو بوسائل سلمية أخرى تختارها، بما فيها اللجوء إلى اجتماع الدول الأطراف وإحالة النزاع إلى محكمة العدل الدولية طبقا للنظام الأساسي للمحكمة.
