However, these limitations are subject to extreme conditions and in order to be lawful they must (a) be necessary in a democratic society, (b) be necessary for public safety or public order and (c) be aimed at a legitimate purpose, namely the protection of public health or morals or the protection of the rights and freedoms of others.
