`4` لا يجوز معاملة عدة أهداف عسكرية منفصلة ومميّزة بوضوح وتوجـد في مدينة أو بلدة أو قرية أو أي منطقة أخـرى تضـم تركزاً مماثلاً من المدنيين أو الأعيان المدنية معاملة الهدف العسكري الواحد.

Number of attacks on civilians or civilian objects in areas under Government control.
عدد الهجمات التي تم شنها على المدنيين أو الأعيان المدنية في المناطق الخاضعة لسيطرة الحكومة

1. It is prohibited in all circumstances to make the civilian population as such, individual civilians or civilian objects the object of attack.
1- يُحظر في جميع الأحوال استهداف السكان والأفراد المدنيين أو الأعيان المدنية.

This rule requires both sides to take specific action to reduce the chance that civilians or civilian objects would be mistakenly attacked and to minimize civilian casualties when an attack is launched.
وتستلزم هذه القاعدة من كلا الجانبين اتخاذ إجراءات محددة للتقليل من احتمالات تعرض المدنيين أو الأعيان المدنية لهجوم مِـن طريق الخطـأ والتقليل إلى أدنى حد من الإصابات بين المدنيين لدى شن هجوم.

5. No provision of this Article may be construed as authorizing any attacks against the civilian population, civilians or civilian objects. Article 58 -- Precautions against the effects of attacks

It is absolutely prohibited to intentionally strike civilians or civilian objects (in contrast to incidental proportional harm). "

7- لا يجوز معاملة عدة أهداف عسكرية واضحة الانفصال والتمايز وتوجد في مدينة أو بلدة أو قرية أو أي منطقة أخرى تضم تركزاً مماثلاً من المدنيين أو الأعيان المدنية معاملة الهدف العسكري الواحد.

" 5. No provision of this Article may be construed as authorizing any attacks against the civilian population, civilians or civilian objects. " Article 48 of the Protocol establishes the basic rule that:
وأكدت الفقرة الخامسة من المادة 57 على أنه (لا يجوز تفسير أي من أحكام هذه المادة بأنه يجيز شن أي هجوم ضد السكان المدنيين أو الأشخاص أو الأعيان المدنية ..).

Such conduct includes attacks on the civilian population or civilian objects in the knowledge that such attacks will cause excessive loss of life and injury, when committed wilfully and causing death or serious injury to body and health.

`2` ينبغي حظر الهجمات التي تستخدم القصف بالقنابل بأية طريقة أو وسيلة تَعامل، كهدف عسكري واحد، عدداً من الأهداف العسكرية المنفصلة والمميزة عن بعضها البعض بشكل واضح والواقعة في مدينة أو بلدة أو قرية أو منطقة أخرى تضم تركزاً مماثلاً من المدنيين أو الأعيان المدنية.

9. From the principle of distinction derives the obligation of Parties to a conflict to cautiously select their objectives and targets, with a view to avoid harm to civilian individuals or civilian objects.
9- ويترتب على مبدأ التمييز التزام الأطراف في النزاع بتوخي الحذر عند اختيار أهدافهم وغاياتهم، بغية تجنب إلحاق الضرر بالأفراد المدنيين أو الأعيان المدنية.

(g) Several clearly separated and distinct military objectives located in a city, town, village or other area containing a similar concentration of civilians or civilian objects are not to be treated as a single military objective.
(ز) لا يجوز معاملة عدة أهداف عسكرية واضحة الانفصال والتمايز وتوجد في مدينة أو بلدة أو قرية أو أي منطقة أخرى تضم تركزاً مماثلاً من المدنيين أو الأعيان المدنية معاملة الهدف العسكري الواحد.

(c) those which employ a method or means of combat the effects of which cannot be limited as required by this Protocol; and consequently, in each such case, are of a nature to strike military objectives and civilians or civilian objects without distinction.
